도쿠가와 후기 公家日記의 조정운영 기록과 그 의미

국문 초록

본고는 공가일기에서 조정운영에 관한 정보들이 어떤 방식으로 선택되어 기록되고 있는지, 그리고 그러한 기록 방식은 조정운영 과정을 보는 데 어떠한 의미를 갖는지를 고찰한 것이다. 19세기 전반의 공가일기를 대상으로, 복수의 일기에서 같은 사안에 대한 기술 태도가 다른 사례, 특정한 사안에 대한 기록이 일기 안에서 완전히 생략되거나 별도의 기록물로 남겨진 사례, 그리고 마지막으로 조정운영과 결부되는 특정한 움직임이 복수의 일기에 전혀 기록되지 않았으며 오직 외부인의 기록물을 통해서만 이를 파악할 수 있는 사례로 나누어 검토를 진행하였다. 공가일기에서 같은 사안에 대한 기술 태도가 조금씩 다른 것은 기록자의 단순한 부주의나 번거로움뿐만 아니라 일정한 의도를 반영한 것으로 보인다. 별로 중요하지 않거나 기록자 본인이 주로 관여하지 않던 사안뿐만 아니라, 오히려 매우 중요하고 민감하며 기록자 본인이 핵심적으로 관여하던 사안에 대한 정보를 일기에 전혀 기록하지 않거나 별도의 기록물로 남기기도 했다. 조정 입장에서 밝히기 주저되는 일이 외부인의 기록으로만 전해지기도 한다. 그렇기에 현재의 공가일기 전래상황 자체에 당사자들의 이해관계가 개입되어 있을 가능성도 있다. 공가일기 안에서는 조정의 중층적 의사결정 과정 속에서 서로 다른 의미를 갖는 여러 움직임들이 계속 교차되며 기록되어 있다. 또한 공가일기 본체에 생략된 내용이 별개의 기록물에 남아 있을 가능성, 그러한 기록물이 은폐・실전되었을 가능성도 있다. 도쿠가와 시대의 조정 연구에서 이러한 점들에 대한 주의가 충분치 못하면, 어떠한 사안의 실질적인 해결 과정을 파악하지 못하고 표면적, 형식적인 움직임만을 좇게 될 위험성이 크다. 사안에 따라서는 조정과 접점을 가졌던 조정 외부인의 기록이 조정 내부동향 파악에 유용하다는 점이 구체적 사례를 통해 확인된 것도 중요하다.

영문 초록

This article examines how information regarding the politics of the imperial court was selected and recorded in the court noble diaries, and what this can tell us about the court’s politics. Analyzing the noble diaries from the first half of the 19th century, this article focuses on the following cases: First, where there existed a difference in descriptive attitudes toward the same issue in multiple diaries; Second, where a specific issue was completely omitted from the diary or was left as a separate record; and finally, where a specific movement associated with the court’s politics was not recorded in any noble diaries, but only by outsiders. The difference in descriptive attitudes in various diaries may actually reflect a specific intention of the recorder. In some cases, the recorder did not note any information on a particular issue in his diary, or recorded it in some separate materials. This situation existed not only where the issues were of little importance, but also where they were critical and sensitive and the recorder himself was centrally involved. The recorder’s hesitance or interest may be reflected in the current state of the noble diaries’ conservation. Within the court noble diaries’ records, the various implications in the imperial court’s multilayered political process are continuously intersecting. In the absence of any significant consideration of this point, only a few superficial issues would be investigated, without grasping the actual resolution process. Likewise, the records of outsiders who had contact with the courtiers may be essential for fully understanding the court’s politics.
