국문 초록

본 연구는 공시지가 산정모형을 기반으로 토지가격을 추정할 수 있는 방법을 제시하고 검증하였다. 이를 위해 유사한 토지특성 및 가격수준을 검토하여 유사가격권을 구분하여 실증분석을 수행하였다. 구체적으로 표준지 평가→비준표 작성→개별지가 산정으로 이어지는 공시지가의 적정성을 높일 수 있는 방안으로 제기되고 있는 유사가격권, 지가 구획 등을 활용할 수 있다. 따라서 본 연구는 약 30여년간 운영됨으로써, 일반인들이 익숙하게 이해하고 있는 공시지가 산정모형을 기반으로 지가추정 모형을 개발한다. 그 결과 추정된 토지가격은 균형성과 적정성을 확보할 수 있는 것으로 나타났다. 구체적으로 표준지와 개별지간 균형성은 ±5%이내의 가격격차를 보임으로써, 현행 표준지 대비 개별공시지가 보다 균형성이 높은 것으로 확인되었으며, 개별지와 개별지간 균형성은 현행 개별 공시지가에 비해 유사가격권별 산정지가의 변동계수가 작은 것으로 나타나 유사가격권별로 지가를 산정할 경우 대부분 개별필지 간 지가균형이 개선되는 분석되었다. 따라서 부동산의 특성 정보를 고도화 하고 가격자료를 면밀히 검증하면, 공시지가제도 개선을 지원하고, AVM(Auto Valuation Machaine) 개발 등에 유용하게 활용할 수 있을 것으로 기대된다.

영문 초록

The study proposed and evaluated means to estimate land price based on the Officially Announced Land Price Estimation Model. In order to do so, an empirical analysis was conducted through classifying lands into Homogeneous Land Price Areas based on land characteristics and price level. Specifically, similar price rights and land price compartments can be used as a way to increase the adequacy of the publicly announced land price leading to the calculation of individual land prices. Therefore, after operating for about 30 years, this study develops a land price estimation model based on the publicly known land price calculation model that the general public is familiar with. As a result, it was found that the estimated land price can secure balance and adequacy. Specifically, the price gap between standard land and individual land was found to be higher than that of the current standard land, and the balance between individual land and individual land showed a smaller coefficient of change in land prices by similar price. Therefore, if the characteristic information of real estate is advanced and the price data is closely verified, it is expected that it can be useful for improving the official land price system and developing an auto valuation machine (AVM).
