연속지적도와 국토정보기본도 통합을 위한 활용지적도 도입 제안 연구

국문 초록

2008년 정부의 조직개편에 따라 지적업무가 행정안전부에서 국토교통부로 이관 되었고 2009년 지적도, 지형도, 해도가 서로 불일치하여 국가지리정보산업의 발전에 지장을 초래하는 문제를 해소하기 위해 ｢측량･수로조사 및 지적에 관한 법률｣이 제정되어 현재는 ｢공간정보의 구축 및 관리 등에 관한 법률｣로 명칭이 변경되어 시행되고 있다. 지적도면은 한국토지정보시스템 구축사업의 일환으로 구축 완료되어 현재 연속지적도 형태로 제작되어 지형정보와 융합되어 운영되고 있으나 여전히 지형과 지적이 불일치하여 운영되고 있다. 최근 한국국토정보공사는 정사영상과 지적측량 정보를 활용하여 국토정보기본도를 구축하였다. 연구결과 국토정보기본도가 정사영상, 수치지형도와 상당히 일치함을 확인할 수 있었으며 연속지적도와 국토정보기본도를 통합할 수 있는 도면으로 활용지적도를 정의하고 도입 필요성에 대하여 연구하였다. 활용지적도가 도입된다면 지형과 지적이 불일치하는 부분이 상당히 해결되는 것으로 분석되었다.

영문 초록

With the reorganization of the government in 2008, cadastral work was transferred from the Ministry of Public Administration and Security to the Ministry of Land, Infrastructure and Transport. In 2009, Hydrography and Cadastral Act Survey was enacted to solve problems that interfere with the development of the national geographic information industry due to inconsistency in cadastral maps, and charts, and is currently being renamed the Spatial Information Construction and Management Act. The cadastral map was constructed as part of the Korea Land Information System construction project and is currently produced in the form of a continuous cadastral map and is operated in fusion with topographic information, but the topography and cadastral are still operated inconsistent. Recently, LX Corporation established a basic national land information map built using Ortho Photograph and cadastral survey information. As a result of the study, it was confirmed that the basic map of national land information was quite consistent with the Ortho Photograph and digital map. the utilization cadastral map that can integrate the continuous cadastral map and the basic map of natio1. nal land information was defined and the necessity of introduction was studied. It was analyzed that if the utilization cadastral map is introduced, the inconsistency between the topography and the cadastral map is significantly solved.
