국문 초록

정부의 농어촌학교 통･폐합 정책은 1982년부터 추진됐다. 농어촌학교 통･폐합 교육재정의 효율적 집행이 그 이유였다. 농어촌학교가 통･폐합되는 사이 농어촌의 공동화 현상은 가속되었고, 이는 지역소멸로 이어지고 있다. 농어촌 학교의 통폐합은 경제적 효율성만을 기준으로 판단할 수 있는 단순한 문제가 아니다. 특히 학교 통폐합으로 정부의 교육재정은 효율적으로 활용할 수 있지만, 농산어촌 지역 학생의 교육을 받을 권리 보장과 학부모의 양육 부담이 가중된다. 이 때문에 농어촌학교의 통･폐합은 재구조화로 인식의 전환이 이루어져야 한다. 헌법 제31조 1항에 단서의 능력에 따라 균등하게 교육받을 권리는 지역적 차별 없이 누구나 누려야 할 권리다. 이를 위해서 농어촌 학교 재구조화에 따른 다양한 법제가 시행되어야 한다.

영문 초록

The government s policy of consolidation and abolition of rural schools has been carried out since 1982. The reason for this was the efficient execution of the education finance for the integration and abolition of rural schools. While rural schools were consolidated and abolished, the hollowing out phenomenon of rural areas accelerated, leading to local extinction. Consolidation of rural schools is not a simple matter that can be judged only on the basis of economic efficiency. In particular, the government s educational finances can be used efficiently through school consolidation, but it guarantees the right to receive education for students in rural areas and increases the burden of raising parents. For this reason, it is necessary to change the perception of the consolidation and abolition of rural schools through restructuring. The right to receive an equal education according to the ability of the proviso in Article 31 (1) of the Constitution is a right that everyone should enjoy without regional discrimination. To this end, various legal systems according to the restructuring of schools in rural areas should be implemented.
