재외 한국문화원 활동의 현황과 문제

국문 초록

이 글은 우리나라의 재외 한국문화원 운영 프로그램의 현황과 문제점을 정리하고, 그 개선 방안을 제시하는 것을 목적으로 한다. 이를 위해 먼저 문화의 개념과 범주를 정리하고 국내외 해외문화원의 역사와 현황을 정리하여 재외 한국 문화원 활동의 성과에 대한 판단 준거로 삼고, 이를 바탕으로 실제 2019년 도쿄 한국문화원이 운영한 프로그램을 정리 분석한 다음 우리나라 해외문화홍보의 문제점과 개선 방향을 제시해 보았다. 우선 문화의 개념과 범주를 정리하면서 특히 문화 개념의 오남용 현상과 그 역사적 연원을 확인하였고, 이를 극복하기 위한 문화의 세부 영역 구분의 필요성을 절감하고 시안을 제시해 보았다. 또 문화홍보의 주역으로서 국내외 해외문화원의 역사와 현황을 통해 문화홍보의 자문화중심주의적 특수성과 그에 따른 한계와 문제를 살필 수 있었다. 이러한 현실 인식을 바탕으로 도쿄 한국문화원의 2019년 프로그램 정리 분석해 보았다. 한국문화원 운영 프로그램은 주재국의 형편과 해당 문화원의 역사에 따라 다양한 양상을 보일 수밖에 없는데, 도쿄 한국문화원의 경우 우리나라 재외 한국문화원의 선구로서의 역사성과 주재국이 최인접국이라는 현실성이 어우러져 활발한 활동을 벌이고 있는 것으로 평가할 수 있었다. 다만 일관된 해외문화홍보를 위한 비전 설정의 부족, 그리고 프로그램이 일부 문화 범주에 편중된 문제를 확인할 수 있었다. 한편 2020년부터 시작된 코로나 팬데믹은 도쿄 한국문화원 프로그램 운영에 있어서 상당한 변화를 보여주면서 재외 한국문화원 운영의 새로운 모델 제시의 가능성을 보여주었다. 기존 프로그램을 온라인 프로그램으로 전환하고, 같은 패턴으로 새로운 프로그램을 다채롭게 내놓는 등 그간의 기술적 진보를 수용한 다양한 문화콘텐츠를 변용 제시하고 있었다. 이 과정에서 국내 유관 기관에서 제작한 다양한 문화콘텐츠들이 활용되고 있었는데, 이들 유관 기관과의 원활한 교류는 물론 재외 한국문화원의 협업 파트너로서 한국교육권, 관광공사, 콘텐츠진흥원, 국제교류재단, KOTRA 등과의 원만한 협력을 위해서도 해외문화홍보의 콘트롤 타워이자 지원기구로서 ‘해외문화홍보원’의 확고한 위상 정립과 보다 적극적인 기여가 있어야 할 것이다.

영문 초록

Currently, there are 32 Korean Cultural Centers in the world, located in 32 cities in 27 countries. Their activities vary according to the history of each Center and the circumstances of the host country. The purpose of this article is to arrange the problems of the current programs of Korean Cultural Centers abroad and to suggest ways to improve them. To this end, the current programs of Korean Cultural Center Tokyo 2019 have been summarized and analyzed, and the problems and directions for improvement of Korean Cultural Promotion overseas are presented. Korean Cultural Center Tokyo is the most active Korean Cultural Center, because it has longest history and is located in the country closest to Korea. However, it could be seen that there are problems in that the vision for Cultural Promotion overseas is insufficient and the programs are too focused on film screening and contemprary art exhibitions. However, the COVID-19 crisis, which started in 2020, has significantly changed the programs and activities of Korean Cultural Center Tokyo, showing the possibility of a new model for the operation of the Korean Cultural Centers abroad. By converting existing programs into online programs and introducing various new programs in same pattern, various cultural contents that accommodated past technological developments, were presented in a modified form. In this process, various cultural contents produced by relevant domestic institutions were also actively utilized. In this regard, it is necessary for Korean Culture and Information Service , an organization under the Ministry of Culture, Sports and Tourism, to establish a firm status as a control tower of Korean Cultural Centers abroad and to have more active chance to contribute and support Korean Cultural Promotion overseas.
