제21대 국회의원선거를 통해 본 여성 후보의 선거 경쟁력

국문 초록

본 연구는 21대 국회의원선거에서 여성 후보들의 선거 경쟁력에 영향을 미친 요인이 무엇이었는지를 알아보는 것을 목적으로 하였다. 제21대 국회의원선거는 역대 가장 많은 여성후보자가 공천된 선거였지만 이 중 상당수가 당선가능성이 희박한 소수정당 후보였다. 이로 인해 더불어민주당과 미래통합당(현 국민의힘)에 한정하여 새로운 분석을 시도해 보았다. 통계분석 결과 전체 여성후보를 대상으로 한 분석에서는 지역구 현역 의원, 더불어민주당 소속, 영남의 미래통합당 후보 변수가 여성후보의 당선에 유의미한 영향을 주고 있음을 알 수 있었다. 반면, 여성후보 득표율에 영향을 미치는 요인으로는 지역구 및 비례대표 현역 여부, 더불어민주당, 미래통합당, 영남지역의 미래통합당 후보, 선거자금의 변수의 중요성을 발견할 수 있었다. 분석 대상을 더불어민주당, 미래통합당으로 한정할 경우 더불어민주당 소속, 영남지역의 미래통합당 후보가 당선여부에, 지역구 현역 의원과, 영남의 미래통합당 후보, 선거자금 변수가 득표율에 유의미한 영향을 주고 있음을 알 수 있었다. 정당별 분석 결과 더불어민주당의 경우 압승이라는 전체적인 선거구도 속에서 현직효과가 두드러졌지만 낙선자는 영남 등 약세지역에 집중된 것으로 나타나고 있다. 미래통합당의 경우 현직효과를 발견할 수 없었지만 영남, 강남 등 강세지역의 비현직 후보들의 선전을 발견할 수 있었다. 반면, 연령, 재산, 선거자금 사용정도, 경력 등 후보의 개인적 특징은 선거결과에 영향을 미치지 못한 것으로 나타나고 있다. 이러한 결과는 제21대 국회의원선거에서 여성후보의 선거경쟁력이 개인적 요인보다는 정당에 의해 나타나고 있음을 보여주는 것이다. 이는 국회 내 여성 대표성 제고를 위해서는 지역구 여성할당제의 강화, 지방선거로의 적용범위의 확대 등의 적극적 조치가 필요하다는 점을 말해주는 것이다.

영문 초록

The purpose of this study is to find out factors that had an effect on the electoral competitiveness of women candidates in the 21st General Election. There were the largest number of women candidates in history, but many of them were candidates from the minor Party with little chance of winning. Therefore, another analysis was attempted, limited to the Democratic Party and the United Future Party(current People Power Party). Statistical results showed that the variables of incumbent candidate, the Democratic Party, and the candidates of the United Future Party in Yeongnam region had a significant effect on the electoral results of female candidates. On the other hand, as factors affecting the vote share of women candidates, the study found that incumbent effect, the Democratic Party, the United Future Party, the United Future Party candidates in the Yeongnam region, and campaign spending were found to be important. When focused on the Democratic Party, the incumbent effect was prominent in a landslide victory, but most of the losers were in weak areas such as the Yeongnam region. In the case of the United Future Party, no incumbent effect could be found, but challengers from advantageous constituencies such as Yeongnam region and Gangnam performed well. On the other hand, it appears that the candidate s personal factors such as age, wealth, campaign spending, and career had no effect on the electoral results. These results indicate that the party effect is the most important factor having an influence on competitiveness of women candidates in the 21st General Election. This implies that strong actions such as strengthening the women s quota system in constituencies and expanding the scope of application to local elections are necessary to improve the representation of women in the National Assembly.
