국문 초록

유럽연합은 유럽통합을 통한 지속적인 경제성장을 담보함과 동시에 사회적 형평성을 증진하기 위해 유럽 사회의 지속가능성과 함께 사회·경제적 진보를 촉진하는 고도의 경쟁력을 가진 사회적 시장경제의 실현을 목표로 하고 있다. 사회적 분야의 포함은 대부분 정치적 타협의 결과였지만 동시에 원래 제안된 목표 중 하나인 자유롭고 왜곡되지 않은 경쟁이 통합의 목표에서 제외되었다는 점을 감안할 때, 고도의 경쟁력을 가진 사회적 시장경제의 실현은 유럽통합의 사회적 측면의 강화로 인식될 수 있다. 그렇다면 과연 고도의 경쟁력을 가진 사회적 시장경제는 의미 있는 목표이며, 현재의 유럽연합이 그러한 목표를 달성할 수 있는 능력이 있는 것인가? 이 질문에 답하기 위해 사회적 시장경제라는 개념이 어떻게 발전했는지 그리고 유럽 차원에서 영향력을 갖게 된 이유를 유럽연합의 사회적 시장경제의 아이디어, 개념 및 실제 등 역사적·이론적 배경을 통해 논의해보고, 현대화된 유럽 차원의 사회적 시장경제의 수준 및 수렴정도를 살펴보고자 한다. 더 나아가 유럽연합이 경제질서로서 사회적 시장경제를 통해 사회·경제적 진보를 실현할 수 있는 권한과 능력이 있는지 사회적 시장경제의 도입과정과 이를 실현하고자 하는 정치적 선택을 살펴보고, 이를 통해 사회적 시장경제의 현재적 의미와 현실적적 과제를 도출해보고자 한다.

영문 초록

The EU is pursuing a highly competitive social market economy as the common economic order to further develop the European single market and balance the free market and social protection at the EU level. The intervention of the social sphere was mostly the result of political compromise, but at the same time, given that one of the originally proposed goals, free and undistorted competition, was excluded from the goal of integration, the realization of a highly competitive social market economy can be recognized as the reinforcement of the social aspect. If so, is a highly competitive social market economy a meaningful goal, and does the current European Union have the capacity to achieve that goal? In order to answer this question, this paper examines how the concept of social market economy developed through the historical and theoretical background of the EU social market economy, and analyzes the level and degree of convergence of the modernized social market economy at the European level. Furthermore, this paper intends to examine whether the EU has the authority and ability to realize social and economic progress through a social market economy as an economic order, and through this, the present meaning and practical tasks of the social market economy are derived.
