국문 초록

미국의 바이든 신(新)행정부는 미중 전략경쟁과 책임 있는 패권국가의 지위를 회복하기 위한 외교 전략으로써 한·미·일 삼각협력의 중요성을 강조하고 있다. 특히, 최근 몇 년 악화일로를 걷고 있는 한일관계를 고려했을 때, 원활한 삼각협력 관계 구축을 위한 한일관계의 회복이 미국 신행정부의 주요 외교정책 과제로 부각되고 있다. 이러한 배경에서, 본 논문은 한미 동맹이 한·미·일 삼각협력의 하부구조로 작동하는 것이 아닌, 공간적·질적으로 발전하여 독자적으로 중요한 양자동맹이 되었다는 관점에서 한·미·일 삼각협력의 변화 양상을 분석할 것이다. 이를 위해 먼저 기존의 연구들이 한·미·일 삼각협력을 어떻게 분석하고 다루었는지 검토할 것이다. 한·미·일 삼각협력의 제도화가 어려운 가장 근본적인 원인은 한일 간 과거사 문제로, 국가의 집단기억이 외교정책에 미치는 영향과 미국 관여의 한계를 분석하여 이들 문제가 여전히 현재진행형인 이유를 입증할 것이다. 이를 통해 한미일 삼각협력이 단기간에 제도화되기 어려운 이유를 분석하고, 이를 근거로 병렬적 협력 모델을 대안으로 제시하고자 한다.

영문 초록

The new Biden administration of the United States emphasizes the importance of the trilateral cooperation between South Korea, the U.S., and Japan as a diplomatic strategy to try to restore its position as a responsible hegemony in the strategic competition between the U.S. and China. Especially given that the relationship between South Korea and Japan has deteriorated in recent years, it has emerged as a major foreign policy priority for the new U.S. administration to improve South Korea-Japan relations so that it can establish a smooth tripartite cooperative relationship in East Asia. This study analyzes the changes in the trilateral cooperation between South Korea, the U.S., and Japan from the perspective that the Korea-U.S. alliance has developed spatially and qualitatively and has independently become an important bilateral alliance, rather than operating as a substructure of the Korea-U.S.-Japan cooperation. The most fundamental reason for the difficulty in institutionalizing the trilateral cooperation is the past history issues between Korea and Japan. By analyzing the impact, a nation’s collective memory has on foreign policy and the limits of U.S. involvement, this study proves why these issues are currently still ongoing. By examining the reasons, the trilateral cooperation is difficult to be institutionalized in a short period of time, this study proposes a parallel cooperation model as an alternative.
