국문 초록

본 연구는 코로나 19와 같은 사회적 위험 등으로 위기에 놓인 가구 중 공공부조의 사각지대에 있는 대상이 겪고 있는 어려움과 그 원인을 파악하고자 하였다. 심층면접을 통해 현황과 원인을 확인하여, 지방정부가 위기가구를 안정적으로 지원할 수 있는 방안 마련을 제안하였다. 이를 위해 부산시의위기가구 12명을 대상으로 심층면접을 실시하였고, 연구참여자의 경험을 기술하고자 질적분석방법을 활용하여 분석하였다. 주요 연구결과는 다음과 같다. 위기가구의 가족구성원은 정신적이고 신체적으로 건강하지 못한 상태이었다. 위기가구의 경제상태는 파산신청 중이거나 생계비가 없어 일상적 생활을 영위하지 못하고 있었다. 공공제도의 한계로 인해 사각지대에 있거나, 공공부조제도에 접근하기 어려웠고, 낙인으로 인해 수치감을 느끼고 있었다. 적합한 일자리와 주위 자원이 부족하였고, 사회적 단절을 경험하고 있었다. 연구결과에 따른 결론은 중앙 공공부조제도 사각지대의 위기가구 문제에 대응하기 위한 지방자치단체의 정책적 제언을 하였다.

영문 초록

The purpose of this study was to identify the difficulties and causes of households in crisis due to social risks such as COVID-19, who are in the blind spot of public assistance. Through in-depth interviews, the current situation and causes were confirmed, and a plan was proposed to enable the local government to stably support households in crisis. To this end, in-depth interviews were conducted with 12 households in crisis in Busan, and qualitative analysis was used to describe the experiences of the study participants. The main research results are as follows. The family members of the crisis households were mentally and physically unhealthy. The economic status of the households in crisis was that they were filing for bankruptcy or were unable to lead a normal life due to lack of living expenses. Due to the limitations of the public system, they were in a blind spot, had difficulty accessing the public assistance system, and felt shame due to stigma. They lacked suitable jobs and surrounding resources, and were experiencing social isolation. Conclusions based on the research results provided policy recommendations from local governments to respond to the problem of households in crisis in the blind spot of the central public assistance system.
