사회서비스 이용경험에 따른 복지인식 변화 연구

국문 초록

본 연구는 사회서비스(바우처) 이용 경험이 복지 인식에 어떠한 영향을 미치는지 살펴보고자 하였다. 특히, 사회서비스(바우처)의 주요 대상이 되는 집단인 장애인, 노인, 여성에 따라 어떠한 차이가 있는지 종단연구를 통해 확인함으로써, 사회서비스 정책이 추구하는 공공가치 실현이 실질적으로 구현되고 있는지를 판단해보고자 한다. 이를 위해 한국복지패널에서 바우처 이용경험 여부와 복지인식 관련 조사가 함께 이루어진 8차(2013년), 11차(2016 년), 14차(2019)의 총 3개년 자료를 사용하였으며, 패널회귀분석 가운데 확률효과모형(Random Effects Model)을 활용하였다. 분석결과, 전체 대상(모델1) 과 여성집단(모델2)의 경우, 바우처 이용 경험이 복지인식 수준을 높인다는연구결과를 확인할 수 있었다. 노인집단(모델3)과 장애인집단(모델4)의 경우에도 이용경험에 따라 복지인식이 높아진다는 결과가 확인되었으나 이 두집단의 경우에는 유의미한 결과를 나타내지는 못하였다. 이상의 결과는 사회서비스가 보다 보편적이고 이용자 욕구에 따른 공급에 집중함으로써 전반적인 이용자의 복지인식을 높였다고 판단할 수 있다. 하지만 동시에 서비스제공기관이 영리조직으로까지 확대되는 과정에서 공공의 가치가 약화되고이러한 영향이 유독 취약계층에서 복지인식에 유의미한 영향을 미치지 않는결과로 나타나고 있는 것은 아닌지 고려해볼 필요가 있을 것이다.

영문 초록

This study examined how the experience of using social services (vouchers) affect the perceptions of welfare. A longitudinal study was conducted to identify the differences among the main beneficiaries of social services (vouchers) such as the disabled, elderly, and women, thereby determining whether public values pursued by the social services policy are actually fulfilled. To this end, the 3-year data of the 8th (2013), 11th (2016), and 14th (2019) Korea Welfare Panel Study that surveyed the experience of voucher use and perceptions of welfare were used and a random effects model for panel regression analysis was applied. The results revealed that for all subjects (Model 1) and women (Model 2), the experience of using vouchers improved the level of perceptions about welfare. The elderly (Model 3) and disabled (Model 4) also showed increases in perceptions depending on their experience of using vouchers, but the results were not significant for these two groups. This indicates that as social services are more universal and concentrated on supply based on user needs, they could improve perceptions of welfare among users overall. However, it is also necessary to consider whether public values are deteriorated in the process of expanding the scope of service providers to for-profit organizations, which may be why there is no significant effect on perceptions of welfare, especially among the vulnerable groups.
