나카이 요자부로(中井養三郞)와 독도 강점

국문 초록

1904년 오키도(隱岐島) 사이고(西鄕) 출신 나카이 요자부로(中井養三郞)가 1904년 9월 29일 「리양코도 영토편입 및 대하원(リヤんコ島領土編入並び貸下願)」을 제출하자 일본은 이를 전면적으로 승인하여 독도를 강점하였다. 그러나 나카이는 이미 독도가 한국영토임을 알고 있었다. 그는 관료들이 자신을 이용하여 강제로 독도를 침탈했다는 사실을 알고 있었기 때문에 자신의 공로와 업적, 자신의 목적을 달성하는 수단으로 일본의 독도강점 과정을 기록화하였다. 독도 어렵 과정에서 울릉도인들은 87Km 떨어진 독도에서 울릉도를 근거지로 어렵활동을 하고 있었고 자신을 포함한일본인들은 오키도에서 157Km 떨어진 독도에서 활동하고 있었던 상황에서 ‘일본 본토에서 10리 가깝다’, ‘형적이 없다’는 핑계를 대며 강점화한 것은 속임수에 불과한 것이므로나카이는 혹시 만일, 어떤 문제로 독도어장의 독점권이 공중 분해되었을 때 자신의 입장을대변하는 증거물, 또는 지시한 관리들, 또는 정부에게 약속을 지키라는 의미에서 관리들의실명과 그 행동을 기록하였다. 나카이는 이권을 보호하고 지키기 위한 수단으로 자세한기록을 남겼다. 따라서 나카이가 남긴 문서는 일본의 독도영유권 주장이 날조된 거짓임을 증명하는 자료로 독도가 일본의 제국주의적 침략에 의해 강점되었음을 알려주는 귀중한 자료로 이용되어야 할 것이다.

영문 초록

Japan incorporated Dokdo into Japan at the opportunity of submitting 「Petition for liancourt rocks incorporation and the lend(リヤんコ島領土編入並び貸下願)」 in Sept. 1904 by Nakai Yozaburo(中井養三郞) from Saigo(西鄕) of Oki island(隱岐島) in Japan. Japan tried to occupy Dokdo island on the ground of Tera Nulius ‘No proof of other country occupied’ and ‘Nakai Yozaburo(中井養三郞) immigrated to the island for fishing’ as effective ruling. However, Nakai recognized government authorities occupied the island by force using him. Before Nakai s petition, he recognized people living in Ulleungdo already have fished at Dokdo island which is 87Km distance from Ulleungdo as base and he recorded detail procedure of Dokdo incorporation by Japanese fake to excuse his performance and merits as a means ‘Dokdo island is 10-ri near from Japan main land than Ulleungdo’, or ‘No trace’ in the situation of Japanese fishers including himself were fishing around Dokdo which is 157Km away from Oki island. Nakai recorded the detail document with the real name and action of the Japanese officials to depend himself in case if Japanese government deny his sole Dokdo fishery right, or to force Japanese officials or to let the government keep the promise. So, the nominal reason of Japanese government citing necessity of ‘harmful over fishing’, ‘preservation of fishing field’, or ‘stabilization of business’ for Nakai s fishing activity as a living was based on the exploitation of Nakai s greed for sole fishing right on Dokdo island. Nakai who knew the process of forced incorporation of Dokdo by Japan recorded the detail document with the real name and action of the Japanese officials to protect his interest. The document recorded by Nakai should be an important proof of Japanese Dokdo occupation by force, which illustrate false and fabrication of Japanese imperialistic invasion.
