도시스케일에서의 범죄예방환경설계 원칙과 실천에 관한 연구

국문 초록

우리나라의 범죄예방환경설계의 보급과 전개는 짧은 시간에 괄목할만한 정도로 성장하였다해도 과언이 아닐 것이다. 그러나 실제로 범죄예방환경설계가적용되는 대상범위의 측면에서 보면 단일 용도의 건축물 혹은 시설물에 한정되어 있는 것이 사실이다. 이러한 관점으로부터 본 논문은 우리나라에서 통용되고 있는 범죄예방환경설계의 원칙보다 내용적, 실천적 측면에서 도시스케일의 영역까지 확대된 영국의 범죄예방환경조성 가이드라인 Safer Places를 대상으로 그 내용과 실현방안에 관한 분석을 실시하였다. 연구의 결과는 다음과같다. 첫째, Safer Places에서는 범죄예방환경조성의 원칙으로 7가지 요소를 제시하고 있는데 그중에 도시스케일에 적용될 수 있는 내용은 ‘구성(structure)’이라는 항목에서 특징적으로 제시되고 있다. 해당 항목에서 구체적으로 제시되고 있는 내용들은 1) 건물의 용도와 배치, 2) 용도의 복합화, 3) 공공공간의 개선 및 유지라는 범주로 구분해 볼 수 있으며 이 내용들을 통해다른 6개 항목의 원칙이 동시에 달성되고 최종적으로 도시의 범죄예방 성능을 높이는 프로세스가 내재되어 있다고 할 수 있다. 둘째, Safer Places는 도시계획의 수립 및 이행되는 단계별 절차마다 수반되어야 하는 내용들을 제시함으로써 범죄예방환경조성 원칙의 실현을 위하여국가의 도시계획체계를 수단 혹은 도구로 활용하고 있음을 알 수 있었다

영문 초록

The spread of Crime Prevention through Environmental Design(CPTED) in Korea has grown remarkably in a short period of time. However, in terms of the practical application of CPTED principles, it has to be mentioned that the targets have been limited to a single-purposed buildings, open spaces or landscape facilities. From this point of view, this paper analyzed the principles and implementation of Safer Places, a guideline for creating environment for crime prevention in UK. for the reason that it has broader perspectives and practical strategies up to urban scale level compared to the cases in Korea. The result of the study are as follows. First, the seven principles of creating a crime prevention environment are presented in Safer Places, among which the applicable contents to the urban scale could be characterized by the item ‘structure’. explained by 3 divided categories; 1) the arrangement of buildings with different use 2) the complex of land use 3) the improvement and maintenance of public spaces. Implementation of the details under those 3 categories could reach the simultaneous achievement of the other 6 items of principles which leads to the enhancement of crime prevention performance of the city inherently. Second, it was found that Safer Places utilizes the national urban planning system as a tool for the realization of the principles of creating an environment for crime prevention in urban scale by presenting the contents that must be accomplished by each procedures of urban planning.
