국문 초록

디지털 융복합 시대에 접어들면서 조직의 교육환경도 기존과는 전혀 다른 차원의 변화에 직면하게 되었다. 공공분야에서도 미래사회 대응력을 갖춘 구성원의 역량개발 교육이 중요해졌다. 본 연구는 인사혁신처 국가공무원인재개발원의 미래역량 기반 교육체계 구축 사례를 살펴봄으로써, 향후 공직의 역량기반 교육체계 개편에 있어 바람직한 개선방안을 제시하고자 하였다. 특히, 정책 수행의 실무자인 중간관리자(5급 후보자인 6급)의 역량개발 교육체계의 설계 방향과 주요 내용을 고찰하여 효과적인 역량개발 교육 방법에 대한 전략을 모색하고자 하였다. 본 연구는 심층적인 연구의 결과 도출을 위해 국내외 공공분야 역량교육 사례를 비교적 관점에서 함께 살펴보고 다음과 같은 시사점을 도출하였다. 첫째, 미래사회 정부의 리더십 교육은 미래 지향적 역량기반의 리더십 파이프라인과 연계하는 것이 바람직하다. 둘째, 중간관리자(5급) 후보자과정을 시작으로 7급, 8급, 9급으로 확대된 리더십·역량 교육체계를 보완할 필요가 있다. 셋째, 역량 진단 도구개발과 진단 피드백 과정에 대한 전문화와 고도화가 이루어져야 한다. 넷째, 교육환경의 디지털 전환 가속화에 발맞춰 공무원 역량개발 교육체계의 혁신방안 마련이 필요하다. 이와 같은 결과는 미래 디지털 사회의 바람직한 공직 교육체계 구축을 모색하기 위한 기초자료가 될 것으로 기대된다.

영문 초록

In the digital convergence era, the educational environment of the organization had to face a completely different level of change. Accordingly, in the public sector, competency development education for employees to respond to future society became important. The present study aimed to propose a desirable improvement plan for the future competency-based education system reorganization of government by examining the case of establishment of the future competency-based education system of the National Human Resources Development Institute of the Ministry of Personnel Management. To this end, the policy direction and main contents of the competency development education system for middle managers in charge of policy implementation were reviewed to build strategies for effective competency development methods. This study analyzed domestic and foreign public sector competency development cases from a comparative point of view in order to derive the results of in-depth research. By examining various environmental factors and processes, this study provides meaningful implications for further research. Specifically, the results of the present study can serve as basic data for seeking a desirable policy plan for the public human resources development system for the future society.
