국문 초록

이 연구는 1960, 1970년대 서독 교육개혁 시기에 학부모 집단을 기민당과의 관계 속에서 다루고 있다. 전후 연방공화국의 교육시스템은 나치 집권이전의 상태로 복원되었다. 그러나 바이마르 시대에 만들어진 낡은 체계는새로운 시대적 변화에 대응하기 점차 어려워졌다. 마침내 1960년대 초반 서독 사회에서는 기존 시스템을 광범위하게 변경하려는 교육개혁이 시작되었다. 특히 핵심적인 과제는 교육의 현대화와 민주화였다. 이 시기에 만들어진 변화 중에는 학교공동결정의 도입도 있었는데, 이를 통해 학교 및 수업운영에 대한 학부모와 학생의 참여권이 크게 확대되었다. 특히 학부모 집단은 그 위상과 영향력을 높일 수 있었다. 본고는 어째서 1970년대에 학부모 집단이 이전과 달리 대두될 수 있었으며, 그것이 학교개혁을 중단시키는 힘으로 작용하게 되었는지에 대한 의문에서 연구를 시작하였다. 1970년대 학교제도 개혁을 둘러싼 논쟁이 발생하는 과정 중에 학부모 집단은 어김없이 등장한다. 그리고 공동결정이란 권리를 앞세워 이른바 교육개혁의 좌초라는 사건에서 결정적인 역할을 했던 것으로 기록되어 있다. 본 연구는 그 역사적 중요성에도 불구하고 체계적인조사가 부족했던 학부모 집단을 기민당이란 잘 알려진 대상과의 관계를 통해 파악하려 시도하였다. 그리고 연방 내에서도 학교제도 개혁 논쟁이 활발했던 노르트라인-베스트팔렌 지역의 학부모 집단을 중점적으로 다루었다. 학부모 집단은 1960년대 후반부터 정치적으로 대두되기 시작했다. 그리고 1970년대 초반에 그 위상이 두드러지게 높아졌다. 공동결정권 법제화와참여권 확대를 통해 학부모는 명목상으로 가장 우선하는 권리를 지닌 집단을 넘어서, 실제적으로 교육정책에까지 관여할 수 있는 힘을 가진 집단이되었다. 기민당은 학부모의 그러한 권한 확대를 적극 옹호하며, 그 힘을 자신의 교육정책을 뒷받침하고 사민당의 개혁 작업을 저지하는데 활용하였다. 이 시기 학부모 집단의 여론은 새로운 학교제도의 전면적인 도입을 반대하고, 기존 학교시스템을 유지하는데 지지를 보내고 있었다.

영문 초록

This study aimed to examine parent groups in their relationship with the Christian Democratic Union (CDU) during the West German education reform in the 1960s and the 1970s. The education system of the post-war Federal Republic was restored to the pre-Nazi system. However, under the old system created in the Weimar era, it became increasingly difficult to cope with the changes of the new era. Finally, in the early 1960s, educational reforms were launched within West German society to broadly transform the existing system. In particular, the core undertaken tasks were the modernization and democratization of education. Co-determination in school was introduced during this period, which greatly expanded the rights of parents and students to participate in school and class management. In particular, parent groups were able to increase their status and influence. This study began investigating the factors which enabled parent groups to emerge differently from before in the 1970s, and whether they became a force to halt education reform. In the 1970s, parent groups always appeared in the process of controversy over the reform of the school system. It is also recorded that these groups played a decisive role through the right to co-determination in the case of the so-called stranding of education reform. This study attempted to grasp parent groups, which were lacking in systematic investigation despite their historical significance, through their relationship with a well-known object, the CDU. In addition, it focused on parent groups in Nordrhein-Westfalen, where debate over reforms of the school system was active within the federation. Parent groups began to emerge politically in the late 1960s. In the early 1970s, their status rose markedly. Through the legalization of the right to co-determination and the expansion of the right to participate, parents were empowered to participate in education policies as a group beyond the nominal priority group. The CDU actively advocated for the expansion of parents’ authority and used their power to support its own educational policies, as well as to prevent the Social Democratic Party’s reform efforts. At this time, the public opinion of parent groups opposed the full introduction of the new school system and supported the maintenance of the existing school system.
