국문 초록

본 연구는 역사적 제도주의를 적용하여 중국의 노동제도 변화와 노동자의 권력배제 원인을 분석한다. 중국은 개혁개방 이후 노동법제의 급격한 변화와 후커우 제도의 점진적 변화를 경험하였다. 이는 노사관계의 신자유주의화와 노동시장의 이중화를 초래하여 노동자에게 불리한 영향을 끼쳤다. 중국 공산당의 이념사상인 마르크스주의 중국화는 노동자에게 불리한 제도 변화가 원활하게 수용될 수 있도록 촉진하는 역할을 하였다. 중국이 노동자에게 불합리한 방향으로 제도를 변화시켰지만 이러한 제도 변화가 중국 성장과 발전에 긍정적인 영향과 결과를 가져올 것이라는 이념적 틀 짓기는 노동자가 제도 변화를 수용하게 함으로써 변화의 촉진제 역할을 한 것이다. 이처럼 각 제도의 변화들이 노동자의 권력 약화에 영향을 끼쳤고 결국 노동자들이 권력에서 배제되는 결과로 이어졌다. 따라서 본 연구는 중국의 제도 변화가 노동자의 권력배제에 영향을 끼쳤다는 결론을 제시한다. 더불어 최근 이전과 같은 고도성장과 고용을 이루지 못하고 있는 중국이 불평등과 불합리를 상쇄하였던 성장과 고용을 충족하지 못하면 중국 노동자의 목소리가 커질 수 있음을 시사점으로 제시한다.

영문 초록

This study analyzes the change of labor system in China and the cause of the exclusion of workers from power by applying historical institutionalism. After the reform and opening, China experienced rapid changes in the labor law system and gradual changes in the Hukou system. This caused neo-liberalization of labor-management relations and dualization of labor market, which had a disadvantage to workers. Sinification of Marxism played a role in promoting the smooth acceptance of institutional changes that are unfavorable to workers. Although China changed the system in an unreasonable direction to workers, the ideological framework that such system changes will have a positive impact and effect on China s growth and development has played a role as a catalyst for change by allowing workers to accept institutional changes. As such, changes in each system have affected the weakening of workers power, which has led to workers being excluded from power. Therefore, this study suggests that the change of the system in China has influenced the exclusion of workers. In addition, it suggests that if China, which has not achieved the same high growth and employment as before, fails to meet the growth and employment that offset inequality and irrationality, the voice of Chinese workers may grow.
