국문 초록

최종고용자 제도는 정부가 최저임금 수준 정도의 고정임금에서 일하고자 하는 모든 사람에게 무제한의 고용을 제공하는 제도이다. 최종고용자 제도의 주창자들은 정부가 이렇게 최종고용자로서 공공 고용이나 버퍼스톡 고용을 제공하면 완전고용을 달성할 수 있고, 또 이 고정임금을 노동시장 임금의 앵커로서 역할하게 함으로써 인플레이션 압력도 억제할 수 있다고 주장한다. 이 논문은 최종고용자 제도를 더 정당화하고 구체화하기 위한 관점과 기준, 그리고 설계방안을 제시한다. 이 제도의 성공을 위해 거시경제 정책의 목표를 물가안정이나 건전재정이 아니라 완전고용을 목표로 전환해야 하며, 정책의 기준으로 최종 고용의 적용대상 확대, 고용의 질 제고, 고정 마크업률이나 낮은 인플레이션율 대신 완전고용 달성 기준을 설정해야 한다. 또한 설계방안으로는 재원의 확보., 적합한 노동직무, 관리업무의 효율적 분장 등 에 대한 정책 수행의 구체화 방안이 필요하다.

영문 초록

The employer of last resort (ELR) policy is the government s policy to provide jobs to anyone who wants to work at a fixed wage around the minimum wage level. Advocates of the ELR policy have argued that if the government provides public or buffer stock employment as ELR, full employment can be achieved, and inflationary pressures can be suppressed by allowing this fixed wage to serve as an anchor for labor market wages. ELR policy is job guarantee program that can achieve full employment while maintaining price stability. This paper seeks the logic or system to further justify and materialize the ELR policy. The logical problem of this policy should be solved by overcoming the logic that justifies the sacrifice of employment to maintain low inflation and the transfer of the price of wage increase to ensure excessive profit. In order to materialize this policy, the important tasks are how the government can raise funds so that it can provide decent jobs to all who want it, and how to design the job contents and division of management so that this policy can be efficiently operated.
