경찰 공무원 성별분리채용제도 폐지에 따른 체력검사 기준의 개선 방향

국문 초록

본 연구에서는 경찰공무원 성별분리채용 폐지에 따른 남녀 체력검사 기준의 개선 방향을 제안하였다. 먼저 남녀 체력검사 일원화 문제는 해외 비교 대상 사례 국가를 조사한 결과, 체력시험 기준을 성별과 무관하게 적용하고 있으며 이는 남녀 통합 채용 모집이 실시될 경우 체력시험 기준이 남성 지원자에 대한 역차별 논란이 커지기 때문에 남녀 일원화된 기준을 적용하는 것이다. 현행 여경 지원자의 체력검사 기준의 경우 종목별 최고점은 남자의 50%(50/25점) 수준으로 남녀 간의 현저한 차이가 있어 여경의 체력에 대한 문제점이 제기되었다. 그러나 2023년 남녀통합모집에 따른 개정된 통합 체력검사에서는 전반적으로 남녀 모두 전 종목에서 기준이 상향 조정되었으나 남녀 간의 차이는 50%(50/23점) 수준으로 여전히 큰 것으로 나타났다. 따라서 여성 지원자의 기준이 상향 조정되어야 할 것이다. 현행 경찰 체력검사는 5개 종목으로 평가하고 있다. 순발력, 심폐지구력, 근지구력, 근력에 대한 신체능력은 체력검사를 통해서 측정되고 있지만, 끊임없이 변화하는 운동과제에 대하여 신속 정확하게 대응하여 운동을 수행하는 능력(조정력, Coordination)관련 체력검사 항목은 포함되지 않은 것으로 나타났다. 그러므로 다양한 운동기능을 충족하기 위해서는 경찰관 직무와 밀접한 연관성이 있는 종목으로 구성된 미국 NYPD의 순환형 체력검사(Job Standards Test: JST)와 프랑스 국립경찰 체력검사(Èpreuve d’exercices physiques)를 참고할 필요가 있을 것이다. 또한, 미국 등 서구에서는 남녀 체력시험 종목의 유· 불리에 대하여 많은 법적 소송이 제기되었다. 특히 영국과 미국에서 그러하다. 그러므로 여성 지원자에게 불리한 영향을 미치는 체력검사 기준을 과학적이고 합리적으로 개선하기 위해서 성인지 분야의 전문 연구자를 참여시키는 정책이 필요할 것이다.

영문 초록

This study was conducted to provide basic data for the development of efficient physical fitness test standards for the purpose of gender equality in the abolition of gender segregation recruitment. The results of this study are summarized as follows. First, the abolition of gender separation recruitment is a bit late considering the performance of women in our society, but it can be seen as an appropriate measure to revive the needs of the times, and it will have a significant impact on the recruitment of firefighters and correctional officials. Second, it may be logically reasonable to apply the unified male-female standard because the unification of the male-female physical examination will increase controversy over reverse discrimination of the physical examination standard when integrated recruitment is carried out.Third, according to the new police selection criteria for men and women, the perfect score for each event is 50% of men, which is a significant difference between men and women. This is in contrast to the men s and women s records in the Olympic and World Games records. Therefore, it is necessary to raise the standard of women s physical fitness test by 80 percent of men if the abolition of gender separation is carried out.Fourth, in order to meet the current fitness test s lack of agility and coordination, it will be necessary to refer to the U.S. NYPD s Job Standards Test (JST) and France s National Police Recirculation Health Test, which are closely related to police duties.Fifth, it will be necessary to consider including professional researchers in the field of gender cognition so that they do not benefit or disadvantage a particular gender. Therefore, it would be necessary to refer to the U.S. Department of Homeland Security s physical fitness test system, which recognizes the biological differences between men and women and selected items that are closely related to their duties.Sixth, the current 1000m running fitness test will be revised for safety. So, what happens if a police officer dies or is injured from a heart attack in the course of chasing a criminal at a real crime scene before questioning, Is cardiopulmonary endurance not necessary for a police officer?
