범죄예방의 실증적 우수성과 실무 적용상의 한계

국문 초록

이 연구는 경찰이 수행하는 다양한 기능 중 범죄예방 기능의 중요성을 확인하고 한국 경찰의 범죄예방 정책 추진 실태를 분석하여, 성공적인 범죄예방 정책을 위한 시사점을 도출하는 것을 목적으로 한다. 다양한 경찰의 기능 중 범죄수사가 대중의 관심을 가장 많이 받고 있지만, 이론적·실증적 관점에서 볼 때, 범죄예방은 범죄문제를 선제적으로 다루며, 후속 형사사법절차에 따른 비용 소모를 방지하는 등 범죄수사에 비교 할 때 장점을 가지고 있다. 한편 한국 경찰은 학술문헌에서 확인되는 범죄예방 기법의 다수를 정책화하여 수행하고 있으나, 경찰 조직이나 인적 자원의 배분 등을 고려해 볼 때 수사 등 여타 기능에 비하여 낮은 우선순위를 부여 받고 있는 것으로 보인다. 경찰의 범죄예방 기능과 관련한 이론적, 학술적 논의 및 한국 경찰의 범죄예방 기능에 대한 분석을 토대로 경찰의 범죄예방 기능 활성화를 위한 몇 가지 제언을 제시하였다.

영문 초록

The purpose of this study is to identify the importance of crime prevention among the various functions performed by the police, analyze the current status of the Korean police s crime prevention practice, and derive implications for a successful crime prevention policy. Among the various police functions, criminal investigation is the most popular, but from a theoretical and empirical perspective, crime prevention deals with criminal issues preemptively compared to criminal investigation. The South Korean police have been introducing many of the crime prevention techniques found in academic literature, but given the distribution of police organizations and human resources, they seem to be given lower priority than other functions such as investigations. Based on theoretical and academic discussions on the police s crime prevention function and analysis of the Korean police s crime prevention function, several suggestions were made to enhance the police s crime prevention function.
