A Study on the Types and Characteristics of Welfare Attitudes toward Social Service Policy

국문 초록

본 연구의 목적은 사회서비스 정책에 대한 복지태도 유형을 확인하고 각 유형별 특성 및 잠재집단별 예측요인을 확인하는 것이다. 이를 위해 ‘2019년도 사회서비스 수요⋅공급 실태조사’를 활용하여 유사한 복지 태도의 경향성을 보이는 잠재집단들을 분류하기 위해 잠재계층분석(Latent Class Analysis)을 실시하였다. 또한 각 집단 유형별 특성과 영향요인을 확인하기 위하여 다항로지스틱 회귀분석(Multinominal logistic regression)을 실시하였다. 주요 연구 결과는 다음과 같다. 첫째, 사회서비스 정책에 대한 복지태도는 ‘선별주의형(9.3%)’, ‘보편주의형(11.0%)’, ‘증세기반 차등부담형(79.8%)’으로 구분되었고, 이들 하위집단은 상이한 복지태도를 갖는 이질적인 집단임을 확인할 수 있었다. 둘째, 사회서비스 정책에 있어 정부 주도성과 책임성에 대한 지지가 높은 수준임이 확인되었다. 추가적 세금부담과 경제적 수준을 고려한 이용료 차등 부담을 지지한 ‘증세기반 차등부담형’이 응답자의 2/3 이상을 차지하는 것이 확인되었다. 셋째, 연령, 월평균 가구소득, 학력수준 등의 인구사회학적 특성이 각 잠재집단별 차이가 있는 것으로 나타났다. 마지막으로 사회서비스 이용 경험과 복합적 욕구는 사회서비스 정책에 대한 보다 적극적인 복지태도에 긍정적인 영향을 미치고 있었다. 본 연구 결과를 통해 사회서비스 정책 태도의 특성을 확인하고, 무상급식, 무상보육 등 서비스 대상의 선별주의, 보편주의 논쟁에서 벗어나 보다 합리적 제도 설계 마련을 위한 논의가 필요함을 제안하였다.

영문 초록

The purpose of this study is to identify the types of welfare attitudes toward social service policy and to find out characteristics of each type and various predictive factors for each latent group. To this end, indicators that would help identify welfare attitudes toward social service policy were chosen from the “Survey on Demand and Supply for Social Service in 2019”, and then a latent class analysis was conducted to categorize latent groups that have similar tendencies for attitudes. In addition, in order to identify characteristics of each group type and influence factors, a multinomial logistic regression was carried out. The results of analyses are as follows: First, attitudes toward social service policy were classified as “selectivism (9.3%)”, “universalism (11.0%)”, and “differentiation based on tax increase (79.8%)”, and the sub-groups were found to be disparate ones that have different welfare attitudes. Second, the analysis findings showed that the level of support for the initiative and responsibility the government takes for social service policy was high. More than two-thirds of respondents fell into the category of the “differentiation based on tax increase” in favor of charging service fees differently taking into account additional tax burdens and economic conditions. Third, it was found that socio-demographic characteristics including age, monthly average household income, and level of education varied with the latent group. Lastly, the experience of welfare benefits and the need for social service had a positive influence on more active welfare attitudes toward social service policy. Based on these findings, it has been suggested that we need more discussions to come up with more reasonable systems, instead of having debates over whether recipients of free school meals, and free childcare should be selective or universal.
