국문 초록

본 연구는 미래 사회경제학적 변화가 사회보험제도에 미치는 영향을 고찰한다. 이를 위해 사회보험이 성숙하고 안정된 선진국을 중심으로 사회경제변화를 분석하고 사회보험의 기능과 역할변화를 예상하였으며, 이를 근거로 사회보험제도의 존속 가능성을 검증한다. 먼저 사회보험의 존립적 특성과 사회경제적 변화가 사회보험에 미치는 영향을 이론적으로 살펴보았으며, 소득 양극화와노동시장의 양분화에 따른 사회보험에 미치는 영향을 고찰하여 OECD 데이터를 통해 장기적인관점에서 최저임금, 최저연금과 공적부조 추이가 수렴한다는 것을 추정하였다. 먼저 거시적 관점에서 주요 선진국의 사회보장 부담 비율을 통한 조세부담률과 사회보장 부담비율을 확인하였고, 사회보험 부과체제는 소득의 다양화와 모호성으로 인하여 장기적으로 조세체제로 대체하는 압력을받을 수 있으며, 적용 및 부과기준 그리고 급여지급 및 시기에 대한 기존의 기준은 합리성을 잃게되어 사회보험체제는 상당 부분 기능을 상실할 것으로 파악하였다. 기존의 사회보험 체제는 과거사회경제적 상황을 반영하여 사회보장의 중심 역할을 하였으나, 미래 사회에는 적합하지 못할것이라는 데에 연구가 귀결된다. 즉, 미래의 변화에 대하여 사회보험체제는 현재 체제로는 도태되어 소멸될 위험이 높다. 이에 대하여 제도를 개혁하고 적응력을 높이는 진화를 통하여 존립할것인가 기로에 서 있다는 것을 제시하고 있다. 본 연구를 통해 미래 사회보험의 체제 존립을 위한기초적 자료를 제공하고 대안 마련에 노력할 것을 제시하고 있다.

영문 초록

This study examined the effects of socio-economic changes on social insurance, which plays a central role in the social security system. To this end, this study analyzed the effects of social economic changes on social insurance systems in developed countries, and verified the viability of social insurance systems. Additionally the theoretical characteristics of social insurance and the theoretical effects of socio-economic changes on social insurance were examined. The impact on social insurance due to the polarization of income and the division of the labor market was examined through the OECD data from 28 countries in Europe; the trend of minimum wage, minimum pension and minimum cost of living converged as expected in the theoretical conclusion. In addition, we examined the ratio between the income tax and the social security tax in the 28 major developed countries to confirmed the possibility of the transition from the social insurance system to the public funded system. In conclusion as a result of diversification of income and limitation of the assessability of income for the insurance, makes the ambiguity that will convince the public to replace the social insurance system with the publicly funded system in the long run. Additionally, we found that the ‘age’ significantly lost in terms of insurance imposition and benefit payment criteria as the functional rationality. The results of this study are expected to provide basic data for the changes in social insurance according to socio-economic changes, and to prepare for changes ahead.
