효율적 철도안전관리체계 개선연구

국문 초록

본 연구는 선진국 수준의 철도안전수준을 확보하는데 기여한 철도안전법의 철도안전관리체계 주요 기술기준 항목이 일반 중전철 중심으로 설정된 측면이 있어 최근 도입이 활성화된 경전철 등 소형 철도운영기관에서는 그 기준을 시행하기에 적지 않은 어려움을 호소하고 있는 실정이다. 따라서 국내 및 해외 안전관리체계를 비교 분석하여 개선안을 제시하였다. 또한 철도안전법 안전관리체계 기술기준의 세부항목 중에서 소형 철도운영기관이 가장 어려움을 느끼는 항목을 1, 2, 3계층 난이도로 분류하여 계층별 분석기법을 통해 설문조사를 시행하고 분석한 후 계층별 분석기법 결과를 기반으로 철도안전관리체계 전문가 집단면접 설문지를 개발하여 철도안전관리체계 업무담당자를 대상으로 집단면접을 시행하였다. 그 결과 소형 철도운영기관의 안전관리체계의 구체적인 승인제도의 문제점에 대한 원인을 분석하여 향후 도입되어 운영될 트램 등 소형 철도운영기관의 효율적인 철도안전관리체계 개선에 기여하고자 한다.

영문 초록

In this study, has made it difficult for small railway operating institutions such as light rail, which have recently been introduced, to implement the standard, as the main technical standard items of the railway safety management system of the Railway Safety Act, which contributed to ensuring the railroad safety level at the level of advanced countries, are set centered on general heavy trains. Therefore, the domestic and overseas safety management systems were compared and analyzed to present improvement plans. In addition, among the detailed items of the technical standards for the Safety Management System of the Railway Safety Act, small railway operating institutions were classified into 1, 2, and 3 levels of difficulty. And a survey is conducted and analyzed through a hierarchy analysis technique. Based on the results of the technique, a group interview questionnaire for railroad safety management system experts was developed and group interview were conducted with railway safety management system personnel.
