국문 초록

철도 정시운행이란 고객과의 약속인 동시에 철도의 사명이라 할 수 있다. 정시성은 철도의 여러 장점 중 하나이며, 운행주체가 노선마다 운행표를 미리 작성해놓고 이것에 따라 열차를 운행하므로 출발시각이나 도착시간이 정해진 시간에 이루어짐을 일컫는 말로서, 승객 및 화물이 정해진 시간에 목적지역에 도착 가능함을 말한다. 현재 정시운행은 철도 운영기관마다 별도 목표를 설정하여 관리하고 있으며, 공항철도는 3~5분, 5분이상 지연을 정시 운행률로 관리하고 있다. 이와 관련하여 통행시간 변동성을 고려하는 정시성 편익 산정방안 연구에서는 교통수단의 정시성개념은 수단에 대한 믿음을 뜻하는 신뢰성의 개념이 포함되는 내용으로, 그 정의는 각 도시, 각 수단 혹은 각 운영자 별로 달리 정의하고 있기 때문에 일률적으로 정의하기는 어렵다 라고 하였다. 인천국제공항과 도심을 연결하는 공항철도는 정시 운행율이 중요하다고 인식은 하고 있지만 특히 수송분야 직원들 외 관심도가 어떤지 설문조사 후 분석하여 관심도 향상을 통한 대안을 제시하여 정시운행 목표달성에 기여 하고 열차 정시성 확보에 그 목적이 있다. 또한 정시 운행률을 관리하고 개선하기 위해서는 현재의 상태를 살펴볼 수 있어야 하는데 현재로서는 그에 관한 자료도 미비한 실정이다. 이에 본 연구에서는 도시철도 정시운행률에 대한 직원들의 관심도 현황을 살펴보고 분석함으로써 향후 도시철도 운행구간에서 열차 정시운행과 관련된 정책수립과 운영기관에 대한 경영 평가방법 개선에 활용할 수 있을 것으로 사료된다.

영문 초록

On-time operation of railway service is not only an appointment with customers but also a mission of railways. Punctuality is one of the many advantages of railways and it refers to the fact that the operator prepares a timetable for each route and operates the train accordingly, so the departure time and arrival time are set, which means that passengers and cargo can arrive at their destination at a specified time. Currently, each railway operating agencies set and manage a separate target for on-time operation, and AREX manages delays of 3-5 minutes and more than 5 minutes at on-time operating rates. In this regard, in the study of A Methodology for the Reliability Benefit Measurement based on the Travel Time Variability, the concept of punctuality of means of transportation includes the concept of reliability of means. It mentioned that The definition is “difficult to define uniformly because each city, means, or operator has different definitions.”The airport railroad connecting Incheon International Airport and the city center recognizes the importance of on-time operation rate, but the purpose of the survey is to contribute to the achievement of on-time operation goals and ensure the punctuality of train diagram by providing alternatives through the improvement of interest by analyzing the level of interest other than employees in the transportation sector. In addition, in order to manage and improve on-time operating rates, we need to be able to grasp the current situation, but we do not have enough information. In this study, the employees interest in the on-time operating rate of urban railway can be considered to be used to establish policies related to the on-time operation of trains in urban railway sections and improve the improvement of management evaluation methods.
