신냉전기 구조(structure)-행위(action) 연계역학 고찰

국문 초록

미중경쟁이 해양이라는 공간을 중심으로 전개되면서 미국의 해양전략이 주목을 받고 있다. 한편 이 명제는 구조(structure)와 행위(action)라는 두 가지 변수를 모두 내포하고 있다는 특징이 있다. 미중경쟁의 심화는 미국의 쇠퇴와 중국의 부상에서 촉발된 국제체제의 세력 재배분과 관련된 구조적 변수인 반면 해양전략은 정책결정자의 인식 및 대응조치 등 행위적 변수의 영역이다. 그렇다면 미국의 해양전략은 국제체제라는 구조적 변수와 어떠한 상관성을 지니는가? 국제체제 전환에 따라 실제로 미 해양전략이 변화했는가? 변화했다면 어떠한 방식으로 변화했는가? 냉전시기부터 현재의 신냉전기까지 수립·구사된 미국의 해양전략은 국제체제에 유연하게 반응한 결과라 볼 수 있다. 이러한 적시적 반응을 통해 미국의 해양전략은 패권유지라는 국가적 목표를 지원하는 핵심전략으로 자리매김을 하였고 이러한 경향성은 인도-태평양전략으로 대변되는 미국의 대중국견제 전략이 핵심정책인 된 신냉전기에 더욱 도드라지고 있다는 특징이 있다. 본 논고는 구조-행위 반응 모델을 통해 국제체제와 해양전략 진화간 역학관계를 분석한다. 이를 통해 미국이 대중국견제라는 목표를 위해 추진되는 해양전략과 국가전략에서 나타나는 속성을 1) 동기화 2) 배타적 다자주의화 3) 해양공세화 4) 대리전 우선순위 가시화 5) CBM 마비화 6) 바이든 행정부의 플러스 알파화로 구분하여 살펴본다. 한국에 대한 정책적 함의로 중견국 지정학에 기초한 해양안보 정책 및 해양전략 추진의 필요성을 제시한다.

영문 초록

The U.S. maritime strategy gathers pace amid a growing U.S.-China tension. This proposition is characterized by two factors: structure and action. The growing Sino-American tension is triggered by a structural variable made under America’s decline and Sino’s rise. Meanwhile, maritime strategy belongs to the domain of actions which refer to decision makers’ perceptions and policies. If then, how does the U.S.’s maritime strategy have something to do with a structural variable, international system? Has changing international system spurred the evolution of America’s maritime strategy indeed? If then, how? A series of America’s maritime strategies from the Cold War to the New Cold War have been evolved by optimally reacting to redistribution of capabilities in the international system. This bespoke reaction trend has been more consolidated in the era of the Indo-Pacific Strategy that is designed to target China. The proposed structure-action linking model examines the relations between its evolving maritime strategy and the international system. The U.S.’s behaviors are characterized by the following six factors: 1) synchronization 2) exclusive multilateralism 3) maritime offensive 4) prioritization of proxy war zones 5) paralyzed CBM 6) Plus Alpha. To conclude, the findings suggest policy implications on the need to develop maritime security policies and maritime strategy based on middle power geopolitics.
