창원지역 자동차산업 위기의 양상과 원인

국문 초록

본 연구는 창원지역 자동차산업이 직면하고 있는 위기의 양상과 원인에 대해 고찰한다. 창원지역의 자동차산업은 2014년 정점을 맞이한 후 침체가 계속되면서 위기를 맞고 있다. 이 연구는 정부 통계, 기업 경영정보, 고용보험 자료, 면접 조사 내용에 대한 검토와 분석을 통해 창원지역 자동차산업 위기의 양상이 크게 수익성 위기와 고용 감소 위기로 나타난다는 점을 보여준다. 이 두 가지 위기는 상이한 원인에서 비롯되고 있다. 먼저 창원지역 자동차산업 수익성 위기는 글로벌가치사슬 확대에 따른 부담의 결과라 할 수 있다. 창원지역 자동차기업들은 2010년 전후 현대자동차그룹을 쫓아 활발히 해외에 진출하였고 이는 수출 증대 효과도 낳았다. 그러나 현대자동차그룹에만 의존하는 해외 생산 관계는 2010년대 중반 이후 현대자동차그룹의 해외 판매가 감소하게 되면서 부품사들에게 큰 비용 부담을 안기게 된다. 다음으로 창원지역 자동차산업 위기의 또 다른 양상인 고용 감소는 수익성 위기에 따른 것이라기보다는 그간 점진적으로 진행되었던 자동화 과정의 영향이라 할 수 있다. 현재 자동차산업은 국내외적으로 전동화를 중심으로 하는 디지털 전환 과정의 초입에 있는데, 이러한 위기 원인을 고려하지 않는 대응은 기존의 원하청 격차를 심화시키는 동시에 고용 감소 문제를 해결하지 못할 우려를 안고 있다. 현재 창원지역이 겪고 있는 위기는 기업과 노동 그리고 지역 모두에게 영향을 미칠 수 있는 사안이기 때문에 이에 대응하기 위한 지역 노사정의 실질적인 협력을 도모할 계기 마련이 필요하다.

영문 초록

This study examines the characteristics and causes of the crisis facing the automobile industry in Changwon. The automobile industry in Changwon is facing a crisis after prolonged stagnation since its peak in 2014. Review and analysis of government statistics, business financial information, employment insurance data, and interviews reveal the main characteristics of the crisis of automobile companies in Changwon as largely driven by a crisis of profitability and a crisis of employment decline. These two crises originate from different causes. The profitability crisis in the auto industry in Changwon is a consequence of financial stress from the expansion of the global value chain. Around 2010, auto parts companies in Changwon were active follow-on suppliers, setting up overseas operations to match the globalizing manufacturing footprint of the Hyundai Motor Group, which also resulted in an increase in exports. However, the overseas production relationship dependent solely on the Hyundai Motor Group has created a large cost burden on parts makers as the overseas sales of the Hyundai Motor Group declined after the mid-2010s. However, another characteristic of the automobile industry crisis in Changwon--the decline in employment--is not due to the profitability crisis, but rather the effect of the gradual automation process. Currently, the automobile industry is at the cusp of a digital transformation process centered on electrification at home and abroad, and policy responses that do not take into account the cause of this crisis would deepen the existing subcontractor gap and may not solve the problem of employment reduction. The crisis currently facing the Changwon region is an issue that can affect both businesses, labor, and the region, so it is necessary to prepare an opportunity for substantial cooperation between local tripartite to respond to this.
