근대 일본 사진그림엽서의발행 규정 변화에 대한 고찰

국문 초록

본고는 근대 일본의 사진그림엽서 발행 규정을 토대로 그 규정을 만든 목적과 규정의 변화를 고찰한 것으로 요약하면 다음과 같다. 첫째, 1900년 ‘제1차 규정’ 이전의 사진그림엽서들은 대부분 요금 증표가 인쇄된 관제우편엽서와 ‘관제 UPU엽서’의 뒷면에 사진이나 그림을 삽입하여 사용했으나, ‘제1차 규정’을 통해 본격적인 사제사진그림엽서가 사용되기 시작했다. 둘째, ‘제1차 규정’→‘제2차 규정’→‘제3차 규정’으로의 변화 속에서 일본 정부는 엽서를 생산･소비하는 사람들의 다양한 욕구를 충분히 반영하였고, 규정 위반의 행위들을 법률상의 범주에서 합법화시켰다. 이것은 일본 정부의 적극적인 대응책인 동시에 규정을 만든 목적이기도 했다. 셋째, 1909년의 ‘제3차 규정’이 1945년 패전까지 근대 일본 사진그림엽서의 발행과 형식의 기본 규정으로 정착되었다는 점이다. 물론, 1909년 이후에도 인쇄 색상이나 크기 변경 등 일부 미미한 개정은 있었지만, ‘제1･2･3차 규정’과 같은 대대적인 규정 개정은 없었다. 더욱이 이 규정은 명칭과 내용이 동일하게 1911년 2월 9일에 식민지 조선에도 그대로 적용되고 있다는 점에서도 ‘제3차 규정’은 근대 일본 사진그림엽서의 정착을 가져왔던 규정이라고 평가할 수 있다.

영문 초록

This study looked into the historical nature of postcard itself by reviewing the purpose of establishing and changes of the regulation based on the regulations for the publication of picture postcards in modern Japan. Summarized as follows. Firstly, in the midst of a shit of ‘First Regulation’→‘Second Regulation’→‘Third Regulation’, the Japanese government fully reflected the diverse needs of those who produce･consume postcards and legalized the acts of violating regulations in the legal category. This was both an active countermeasure by the Japanese government and the purpose of establishing regulations. Secondly, the ‘Third Regulation’ of 1909 was established as the basic regulation of the publication and form of modern Japanese picture postcards until the defeat of 1945. There have been very few subsequent revisions to the extensive publication regulations of postcards because they have almost eliminated the previous imperfections associated with postcard production and have met the needs of producers and consumers seen in the production, sale, and distribution. Furthermore, in that the same name and content of this regulation applies to the colonial Joseon in 1911, the ‘Third Regulation’ can be seen as the regulation that brought the settlement of modern Japanese picture postcards.
