고교학점제 담론에서의 해외 국가 참조 패턴 연구

국문 초록

본 연구는 고교학점제 담론 내에서 관련 해외 교육이 어떻게 참조되는지 그 패턴을 정책 추진 단계별로 분석하였다. 이를 통해 어떠한 국가가 한국 교육 담론에서 ‘참조 사회’로서 기능하며, 이러한 이끌림의 발생 원인은 무엇인지를 탐구하고자 하였다. 연구 결과, 첫째, 해외 국가 참조는 고교학점제 논의기 전후 정책 소개 및 정당화를 위해 활발히 이루어지다가 시범 운영기, 도입기에 접어들며 감소하였다. 둘째, 참조 사회로 선호된 상위 6개 국가는 미국, 핀란드, 영국, 독일, 캐나다, 호주로 서구 영어권 국가의 비중이 높았다. 셋째, 해외 국가 참조의 내용은 한국 교육 문제와 교육부의 학점제 정의를 바탕으로 ‘학생 평가’, ‘과목 선택권/선택 교육과정’, ‘졸업/이수 기준’과 관련해서 주로 발생하였다. 넷째, 해외 국가 참조의 목적은 ‘외재화’적으로 고교학점제 도입을 정당화하려는 것이 많았다. 본 연구는 정책 참조 패턴을 실증적으로 규명함으로써 국내 교육정책 참조 및 차용에 대한 이해를 확장하였다는 데 의의가 있다.

영문 초록

This article analyzes the patterns of international policy referencing in the reform discourse of the high school credit system in South Korea. It explores which countries are preferred as reference societies in Korea and then explains why such references occur. It identified 1) all relevant studies, 2) analyzed the quantitative frequency of referencing of each country and 3) the qualitative codes which reveal the internal attraction of referencing. Next, the study visualized the reference network between literature and countries through social network analysis. The results of the study are as follows. First, international references were actively made to introduce and justify the policy but gradually decreased as it was implemented. Second, the top six countries preferred as reference societies were the US, Finland, the UK, Germany, Canada, and Australia. These are all Western countries, mostly Anglophone countries. Third, the content of the references was mainly related to the themes of Student Evaluation , Subject Choice/Elective Curriculum , and Graduation/Completion Criteria by the local perception of problems in the Korean education system. Fourth, most references to foreign countries were chosen and interpreted to justify the introduction of the credit system. References to foreign countries were mainly induced by the logic of globalization seeking competitiveness regardless of the distinctive nature of the education system in each country. This study contributes to empirically revealing the influence of Western systems on reform discourses in Korea - i.e., neoliberal socio-logic inherent in policy referencing in the reform discourse of the high school credit system.
