국문 초록

이 논문은 한반도에 대한 미국의 군사정책 변화가 미치는 영향성에 대해 두 가지 질문을던진다. 첫번째 질문은 미국의 급격한 정책변화에 대한 한국의 대응이 어떠할 것인지에 관한 것이며, 두 번째 질문은 냉전 기간 동안 미국의 한국에 대한 정책이 한국의 어떠한 반응을 가져왔느냐에 관한 것이다. 이 논문은 이러한 질문들에 대한 답을 국제정치이론이 제시하는 국가의 행동방식을 통해 제시하고 있으며, 또한 미국이 한반도에서의 군사정책을 변화시켰던 과거의 사례를 통해 찾고 있다. 결론적으로 미국 자체의 필요성에 의한 한반도 군사정책의 변화가 한국과의 면밀한 조율과 치밀한 계획없이 진행될 때 한국 및 동아시아 국가들의 군비증강 및 핵무기 프로그램 추진 욕구를 자극하여 매우 위험한 핵확산의 상황을 발생시킬 수 있음을 보여주고 있다.

영문 초록

This paper raises the critical questions on the impact of U.S. military changes in Korea. First, what would be South Korea’s response to America’s military policy from the Korean Peninsula? Since the adversary in international arena is not a rock that does not react at all, every foreign policy of a state will lead its adversary to respond in certain ways. Therefore, states should pay sufficient attention to probable response to their own adversary and its response to their policy initiatives. The second question is how South Korea responded when the U.S. tried to disengage form the Korean Peninsula during the Cold War? In the 1970s, Washington made a change to its military policy without the stable coordination with the South Korean government, Seoul pursued an independent nuclear programs twice. Although it is not completely certain to foresee how the South Korean government responds in East Asia, it is possible to predict most probable behaviors that the American military policy in Korea will lead South Korea to do. This paper explores these questions from the viewpoint of international relations theory. In this case, IR theory implies that a sudden change in U.S. military policy in Korea such as an uncoordinated adjustment between the two is an extremely dangerous policy because of its nuclear fallouts.
