이 논문은 정치적, 선거적, 제도적 조건이 작용하는 상황에서 여론이 미국 대통령의 군사력 사용 결정에 어떻게 영향을 미치는지를 분석한다. 이를 위해, 이 논문은 2단계에 걸쳐이루어지는 대통령의 정책결정과정 모델과 그 결정 과정에 영향을 미치는 상황적 조건들을포함하는 분석적 틀을 제안한다. 국제적 위기에 직면한 대통령은 대중으로부터 지지를 받지못하는 군사적 정책대안들을 차례차례로 제거해 나가면서 대중들이 가장 선호하는 군사적대안들을 선택하게 되지만, 그 선택과정은 상황적 조건들에 조응하면서 이루어진다. 이 논문은 포드햄(Fordham)의 대통령의 군사력 사용 결정 데이터(1998)에 정치적, 선거적, 제도적조건들을 측정한 데이터를 결합하여 위의 가설을 경험적으로 증명한다. 종속변수가 일정기간 동안의 전쟁 빈도수로 측정되어졌기 때문에 포아송(Poisson) 회귀분석이 사용된다. 통계분석 결과에 따르면, 대통령의 높은 국정수행 평가, 선거가 치러지는 기간, 그리고 대통령의첫 번째 임기 기간과 같은 상황적 조건들하에서 여론은 대통령의 군사력 사용 결정에 더많은 지지를 보내는 것으로 나타났다.

영문 초록

This paper explores that the impact of public opinion on the U.S. presidential military decision-making is conditioned on contextual factors such as political,electoral, and institutional contexts. To this end, the paper develops a research strategy motivated by the poliheuristic theory and the conditional nature of policy decision-making which constrain a central consideration of publics to the president’s decision of military action. When faced with international crises, presidents first eliminate alternatives that fail to satisfy the public’s preferences. Then, presidents choose alternatives that public support for military action is high. However, in fact,presidential responsiveness to public opinion is dependent upon the contextual factors. This paper uses the 1998 Fordham’s quarterly data of U.S. force 1940-94,combining some variables that measure the contextual factors to test the president’s responsiveness to public opinion. Since the dependent variable is an event count,Poisson regression is conducted. The findings show that public opinion during high presidential approval ratings, the period of elections, and the presidential first term is more likely to support the president’s decision of the use of force.
