국문 초록

세계대전에서의 경험과 성찰을 바탕으로 일찍이 유럽합중국이라는 파격적인 구상을 제안한 처칠은 오늘날 ‘유럽통합의 아버지’로 여겨지고 있다. 그러나 대영제국으로서 가지는 영연방국가와의 관계와 미국과의 관계, 그리고 유럽과의 관계를 모두 고려해야한다는 이유로 정작 통합과정에는 모호한 입장을 취하였다. 초국가적 공동체보다는 정부간협력체를 선호하고 관세동맹 대신에 자유무역을 선호하였던 처칠은 유럽평의회 설립에 기여하였고 후속 정부의 유럽자유무역지대 설립에도 영감을 주었다. 또한 유럽방위와 안보는 미국이 주도하는 북대서양조약기구 구축을 통해 확립하였다. 이러한 업적은 그 자체로 중요한 의의를 가진다. 그러나 유럽통합의 강도와 대외적 위상에 비해 이들 기구의 존재감과 영향력이 미치지 못하는 것도 사실이다. 영국은 유럽연합과의 어중간한 관계를 종식하고 새로운 관계 설정을 위해 준비 중에 있다. 향후 어떠한 관계로 발전될 지는 지켜보아야 하겠으나 처칠이 의미한 유럽합중국은 어쩌면 지금부터 시작일지도 모른다.

영문 초록

Churchill, who proposed to create a United States of Europe based on his experience and contemplation during the World War periods, is now considered to be one of the founding fathers of European integration. However, due to the special circumstance where the Britain is placed, Churchill claimed that she needs to consider her relationship with the Commonwealth Nations and the United States as well as her relationship with the European Continent. Therefore, what he suggested for the nature of European integration was no more than an intergovernmental body rather than a supranational community. Accordingly, he made a significant contribution to establishing the Council of Europe―an intergovernmental body to uphold peace, human rights and democracy. His idea of free trade inspired his succeeding government to take an initiative in creating the European Free Trade Association. He also inspired the creation of North Atlantic Treaty Organisation to stabilise peace in Europe based on the partnership with the US. Such achievements are significant as they are. Given the degree of integration and external visibility of the European Union, however, it is true that the organisations lack their influences on the European integration. After a long-term awkward partnership with the EU, the UK is now about to close its partnership with the EU. It will take some time to see what kind of relationship will be set up with the EU after all. The true meaning of United States of Europe Churchill had envisaged may be realised after the finalisation of the Brexit negotiations sooner or later.
