타이완의 ‘백색 테러’ 시기와 이행기 정의

국문 초록

국민당 정권하에서 가혹한 국가 폭력에 의해 생명과 인권이 유린당했던 백색 테러 시기(1949〜1987)의 타이완은 감옥섬이었다. 국제화 시대에 들어서도 주권국가체제의 국제 질서로부터 배제되어 온 ‘고립무원의 섬’ 타이완은, 그럼에도 국가 폭력에 맞서 인권을 존중하는 진보적이고 개방적인 정치문화를 만들어 왔다. 이 글은 백색 테러 시기의 사상 개조 및 집중 수용 시설이었던 뤼다오 신생훈도처가 “인권으로의 길”을 통해 국가인권박물관으로 거듭나는 타이완의 ‘이행기 정의’에 대해 고찰하는 것이다. 국가 폭력의 극복을 과제로 하는 타이완과 한국은 이행기 정의/과거사 청산이라고 하는 정치문화를 공유하고 있음에도 불구하고, 2･28사건에 비해 백색 테러에 대해서는 아직 잘 알려져 있지 않았다. 백색 테러 정치적 수난자의 회고록 및 구술 기록과 전기물을 활용하면, 타이완 백색 테러 시기에 ‘정치범’의 말소를 암시하여 정치적 행동을 규율하는 절망의 기호로서 작용한 뤼다오 신생훈도처의 실상에 다가갈 수 있다. 민주화를 이루기까지의 타이완의 감옥화 된 삶을 규정했던 신생훈련처의 고찰을 통해, 타이완 ‘이행기 정의’에 있어서 백색 테러가 가지는 의미를 명확히 할 수 있다.

영문 초록

As human rights were neglected under the martial law imposed by the Kuomintang (KMT) regime, Taiwan during the era of the White Terror was known as “Prison Island.” After achieving democratization, Taiwan has been rapidly implementing “transitional justice” to condemn the injustices that occurred during the February 28 Incident (1947) and the White Terror period (1949~1987). This paper examines the current state of “transitional justice” in Taiwan, where the Green Island New Life Correction Center, originally intended for ideological correction and collective confinement, has been transformed into a national human rights museum. Though Taiwan and South Korea are thought to share a political culture supported by civil society, the White Terror is less known to the world than the February 28 incident. By means of examining memoirs, oral records, and biographies of victims of the White Terror, it is possible to understand the circumstances of the New Life Correction Center and its attempt to eliminate political dissidents. To better contextualize Taiwan’s “transitional justice” and its relation to the White Terror, it is necessary to examine the methods in which the New Life Correction Center regulated its inmates.
