국문 초록

북한의 핵무기 문제는 한반도의 가장 주요하고 복잡한 안보사안 중 하나 이다. 따라서 문제해결과정에 기여하기 위해 현존하는 평화조성의 구도를 재고해야 하고, 다른 강대국들과 힘을 모아야 할 필요가 있다. 이러한 조력자들 가운데, 오랜 시간 가까운 외교관계를 유지해왔던 EU를 고려해 볼 수 있다. 하지만, 한국과 EU는 무역관계를 형성하는데 치중한 나머지 이들의 정치적인 관계와 협력가능성이 다소 가려져 있다. 현재, 한국은 유럽연합의 규범적 권력을 바탕으로 고유한 역할을 한반도 평화건설 과정에 어떻게 적용할 것인지에 관한 재 고찰이 필요하다. 이 사안을 좀 더 들여다보기 위하여, 본 논문은 선행연구를 살펴보았고, EU의 북한의 핵무기 확산을 방지하는 정책을 바탕으로 EU의 규범적 권력을 연구하였다. 마지막으로, 본 논문은 EU가 수행할 수 있는 역할과 한국에서 이러한 EU의 규범적 권력이 주목을 끌지 못하는 이유에 관한 논의 하였고, 한국과 EU에게 적용 가능한 교훈을 시사하려 하였다. 본 논문의 결론은 크게 세 가지로 나타난다. 첫째, 6자회담의 대상국들은 북한의 핵무기 확산 방지를 해결하기 위해 EU의 협상력을 한반도 평화건설을 위하여 공헌할 수 있는 부분이 있는지 충분히 고려해야 한다. 둘째, 6자회담 대상국들은 EU의 규범적 권력의 실질적인 영향력을 충분히 검토할 필요가 있다. 마지막으로, EU와 한국은 외교협력의 분야를 다양화 함으로 한EU관계를 좀 더 심화시킬 필요가 있다.

영문 초록

The North Korean nuclear crisis has long been one of the major security issues on the Korean peninsula and in the world because of its complicatedness. So, it is necessary to revise the current status of the current peace-building mechanism and to invite other powers for contributing to the resolution process. Among the possible candidates, we could consider the European Union due to its long and close diplomatic relations. However, the two have focused on establishing a trade network, so the political co-operations between the EU and Korea are likely to be overshadowed by EU-Korea economic relations. At this stage, Korea should reconsider the EU and its unique role based on the concept of Normative Power Europe (NPE) for optimising the peace-building process of the Korean peninsula. In order to shed some light on this issue, this paper attempted to overview the literature about empirical studies. Subsequently, this paper also attempted to examine NPE focusing on looking at the EU’s policy about the non-proliferation of North Korea. Finally, this paper discussed the possible roles of the EU in this context and presented hindering factors about the visibility of NPE in South Korea. This paper suggested possible lessons to the EU and South Korea. For the conclusion, this paper points out three conclusions. First, participants of the Six-Party talk could consider the EU as another contributor of the resolution of North Korea’s WMD production due to the Union’s role of negotiator. Second, the participants need to examine the EU’s normative power by measuring the impacts of the Union. Third, the EU and South Korea should develop their relations deeper in terms of diversifying the areas of co-operations.
