국문 초록

북한이탈주민의 성공적인 국내 정착은 전통적인 대북 안보활동의 성공뿐만 아니라 국내 치안 안정과 더불어 초국가적 범죄와의 연계 차단 등에 중요한 요소로 작용한다고 할 수 있다. 이러한 면에서 우리가 일상생활에서 가장 최초로 접촉하게 되는 형사사법기관인 경찰의 북한이탈주민 지원활동에 대한 검토가 필요하다. 기존 보안경찰의 활동은 대북ㆍ대공산권 관련 보안사범에 대한 단속이 주를 이루고 있었으나 사이버 테러 대응, 공항만 보안활동 및 북한이탈주민의 지원으로까지 확대되고 있다. 최근 UN을 비롯한 국제사회에서는 안보개념의 새로운 패러다임으로써 인간안보(human security)를 제시한 바 있다. 인간안보는 전통적인 국가안보로부터 인간과 공동체 모두의 안전에 초점을 맞추는 개념이라 할 수 있다. 이른바 포괄적 안보개념이 대두됨에 따라 무력사용의 위협뿐만 아니라 정치적 민주주의, 경제적 시장경제체제, 사회적 공동체의 유지, 안전한 생존환경의 유지 등 비군사적 위협에서의 취약성 제거와 같은 매우 광범위한 안보개념이 등장하고 있다. 안보개념의 변화에 따라 안보 거버넌스에 대한 새로운 시각이 대두되고 있으며, 이를 보안경찰활동에 적용시켜 본다면 북한이탈주민지원활동을 새로운 보안경찰의 역할에 대한 대표적인 예로 들 수 있다. 따라서 이 소고에서는 인간안보에 대한 소개와 함께 북한이탈주민 지원활동에 대한 새로운 보안경찰의 역할을 함께 고찰하고자 한다.

영문 초록

Successful domestic resettlement of North Korean Refugees is an important factor not only in the success of traditional security activities against North Korea but also in securing domestic security and preventing the linkage with transnational crime. In this regard, it is necessary to examine the activities of the police, which mainly consist the first line of the criminal justice system in our daily lives. The activities of the security police have been mainly on the crackdown on security crimes related to the North Korea and the Communist Party, but they have been extended to cyber terrorism, airport security activities and support for North Korea Refugees. Recently, the international community including the United Nations has proposed human security as a new paradigm of security concept. Human security is a concept that focuses on the security of both humans and communities from traditional national security. With the emergence of so-called comprehensive security concepts, not only are the threats of the use of force, but also very broad concepts of security such as political democracy, maintenance of social communities, the maintenance of safe survival environment, and elimination of vulnerabilities in non-military threats, are emerging. A new perspective on security governance is emerging in response to changes in the security concept, and if applied to security police activities, the activities of supporting North Korean Refugees are a good example of the role of new security police. Therefore, this paper will introduce the human security and the role of the new security police officers in the activities to support North Korean Refugees.
