국문 초록

한 나라의 테러대응 시스템을 이해하기 위해서는 그 나라의 테러대응 법제 뿐만 아니라 실제 법령을 운용하고 사건발생시 이를 진압하고 수사하는 정보ㆍ수사기관에 대한 이해도 필요하다. 프랑스의 경우 정보기관과 수사기관으로 2원화되어 있다는 점은 우리와 마찬가지이지만, 수사기관이 국가경찰과 국가헌병대로 다시 2원화되어 있다는 점에서 차이가 있다. 뿐만 아니라 프랑스에서 테러대응 기관을 검토하는 경우에는 2016년 교통기관 테러방지법에 의해 대중교통기관의 보안부서도 일정한 역할을 담당하고 있기 때문에 이들에 대한 이해도 필요하다. 본 논문에서는 지난 2015년에 발생한 프랑스 연쇄테러 사건에 대한 검토를 시작으로 프랑스 정보ㆍ수사기관이 이에 어떻게 대응했으며, 그들 조직의 최근 동향을 검토하여 시사점을 도출하였다. 즉, 2015년 11월에 발생한 파리 연쇄테러를 사건의 개요와 주체를 시작으로 상세한 시계열적 분석을 통해 파리테러의 실체에 접근하고자 하였으며, 그 이후 프랑스의 동향에 대해 파악함으로 이후에 이어지는 입법적 대응의 배경을 탐구하였다. 뿐만 아니라 프랑스에서 실제로 테러범죄에 대응하는 다양한 정보ㆍ수사기관의 최근 동향에 대해 검토하였다. 정보기관과 수사기관의 일반적인 소개 위에서 최근 테러에 대응하여 프랑스 정보수사기관의 통합과 그 결과 탄생한 DGSI의 임무에 대해 검토함으로 우리나라의 참고할 사항을 연구하였다.

영문 초록

In order to understand the terrorism response system of a country, it is necessary to understand not only the law of countering terrorism of the country but also the information and investigation institutions that operate actual laws and suppress and investigate them in case of an incident. In France, it is the same as ours that it is dualized as intelligence agency and investigation agency, but there is a difference in that the investigating agency is again dualized into the national police and the national police force. In addition, if you are considering a terrorist response agency in France, you will need to understand it as the security departments of public transportation agencies also play a certain role in the 2016 Act on the Prevention of Transit Terrorism. In this paper, we examine the recent cases of terrorist attacks in France in 2015, how the French intelligence agencies responded to them, and reviewed recent trends of their organizations and draw implications. In other words, we tried to approach the reality of Paris terror through detailed chronological analysis starting from the outline and subject of the Paris concerted terror attacks in November 2015, and after that, we learned about the trend of France, To explore the background of. In addition, we examined recent trends in various information and investigation agencies responding to terrorism crimes in France. In the general introduction of intelligence agencies and investigative agencies, I have studied the reference of Korea by examining the integration of the French intelligence agencies in response to recent terrorism and the DGSI s mission.
