국문 초록

불만이론(Grievance theory)과 자원이론(Resource theory)은 금융위기와 시민참여 사이의 관계를 다르게 예측한다. 본 논문은 이러한 이론의 상이한 예측에 기반하여 금융위기가 시민참여에 어떠한 영향을 주는지 분석했다. 유럽사회조사(The European Social Study)를 토대로 이중차분 회귀분석을 한 결과, 금융위기는 시민참여에 부정적인 영향을 주었음을 확인하였다. 그런데 시민참여를 다양한 종류로 나누어 분석했더니 다른 결과도 도출되었다. 우선 금융위기는 투표행위와 정치인에게 연락하는 참여는 감소시켰다. 반면에 시위에 나서고 청원을 하는 참여는 증가시켰다. 이 결과는 금융위기가 시민참여의 방법에 따라서 다른 영향을 줄 수 있다는 것을 보여주었다. 이는 불만이론과 자원이론이 동시에 시민참여를 설명할 수 있음을 보여준다. 전형적인 시민참여에는 자원이론이, 비전형적인 시민참여에는 불만이론이 더 적합한 이론적 설명이 되는 것으로 나타났다.

영문 초록

Grievance and resource theory of participation offer the contrasting predictions on the relations between the Great Recession and citizen participation. However, limited attention has been directed toward the links between the Great Recession and citizen participation. In order to resolve the conflicting predictions, this study investigates the relationships between the Great Recession and citizen participation. A difference-in-differences analysis from the European Social Survey shows that the Great Recession had a negative impact on citizen participation. Disentangling overall participation, the Great Recession decreased the likelihood of voting and contacting politicians. On the contrary, it increased the probability of attending a demonstration and signing a petition. The results suggest that the association between the Great Recession and citizen participation is contingent upon several specific ways of participation. These results are robust across alternative time length.
