대학의 지역사회 참여와 사회적 자본의 형성

국문 초록

[연구목적] 본 연구는 태국 북부 치앙마이대학교 사례를 통해 사회적, 시민적 가치의 맥락에서 대학의 지역사회 참여가 어떻게 이루어지고, 그 특징적 양상은 무엇이며, 어떤 교육적, 사회적 함의를 제공할 수 있을지를 탐구하는 것을 목적으로 한다. [연구방법] 이러한 목적을 달성하기 위해 본 연구는 질적 사례연구를 연구방법으로 채택하였으며, 주요 자료수집 방법으로 문화기술지적 참여관찰, 면담, 현지자료 수집을 적용하였다. [연구 결과] 본 연구는 대학과 지역사회가 생성하는 가치를 설명하는 개념적 틀로서 퍼트남(Putnam)의 사회적 자본에 대한 논의를 적용하였다. 주요 연구 결과를 살펴보면 첫째, 치앙마이대학교와 지역사회는 생태농업 분야를 중심으로 공동체에 기반을 둔 협력적 연구 과정을 통해 신뢰를 형성해왔다. 둘째, 대학과 지역사회는 장기적 상호기대를 전제로 하는 포괄적 호혜성의 규범을 발전시켜왔다. 셋째, 대학의 지역 생태농업 운동 참여 과정에서 강한 유대의 네트워크와 약한 유대의 네트워크의 양상을 동시에 탐색할 수 있었다. [결론] 치앙마이대학교의 지역사회 참여 사례를 고찰하였을 때, 토착 지식에 대한 존중에 토대하여 지역사회와 대학 모두에서 상호학습이 발생하였다. 또한, 대학의 지역사회 참여는 지역사회의 발전을 주요 목적으로 하였으며 정책과 실천 모두에서 지역사회의 사회적 의제에 대응하는 대학의 역할이 강조되었다.

영문 초록

[Purpose] The purpose of this study is to explore how a university engages the community in the context of social and civic values, what its characteristics are, and what educational and social implications can be provided through the case of Chiang Mai University in northern Thailand. [Methods] This study adopted a case study as a research method, and ethnographic observation, interview, and local data collection based on field research were applied as key data collection methods. [Results] This study applies a discussion of Putnam’s social capital as a conceptual framework that describes the values generated by the university and the community. First, Chiang Mai University and the community have formed trust through a community-based participatory research process centered on sustainable agriculture. Second, the university and the community have developed a comprehensive norm of reciprocity that presupposes long-term mutual expectations. Third, during the university’s participation in the alternative agriculture movement, the study was able to explore both strong and weak networks at the same time. [Conclusion] Considering Chiang Mai University’s case of community engagement, mutual learning took place in both community and university, based on respect for indigenous knowledge. Besides, the university’s engagement in the community was primarily aimed at the socio-economic development of the community, and the university’s responsibility in responding to the social agenda of the community was emphasized in both policy and practice.
