호주의 학교생활기록부 제도의 특징과 시사점

국문 초록

본 논문의 연구목적은 호주의 학교생활기록부 동향과 평정체제를 개괄하고, 호주 초ㆍ중ㆍ고등학교의 학교생활기록부 영역별 구성영역과 기재항목 및 기재방법 등을 확인하여 우리나라의 학교생활기록부 정책 개선에 주는 시사점을 도출하는데 있다. 이를 위하여 호주의 학교생활기록부 동향과 평정체제를 살펴보고, 초, 중, 고등학교 학교생활기록부 영역별 기재항목 및 기재방법을 논의하였다. 아울러 학교생활기록부 관리· 지원체제와 학교생활기록부의 대학입시 활용을 제안하였다. 호주 학교생활기록부 제도의 주요 특징에 대한 분석을 토대로 우리나라의 학교생활기록부 정책 개발에 주는 시사점은 다음과 같다. 우선, 학교생활기록부 구성의 간결성과 내용의 적합성을 제고하고, 학생의 교과별 세부능력 및 특기사항을 구체적으로 확인하기 위한 ‘참조사례’로 간주될 필요성이 있다. 다음으로, 학교생활기록부 기재내용에 대한 교사의 전문성과 윤리성을 종합적으로 제고할 필요가 있다. 호주는 학교생활기록부의 신뢰도 저하를 야기하는 일체의 기재행위(기재내용 학생대리 작성, 장학관의 허위기재 등)를 ‘학생성적 관련 비위’로 간주하여 법적 제재의 대상임을 명시한 바 있다. 아울러 호주의 NSW 교육위원회는 학습평가자료센터(the Assessment Resource Centre: the ARC) 웹사이트를 설립하여 교원의 학교생활기록부(성적표) 작성과 관련된 행정업무를 경감시키기 위한 제도적 노력을 체계적으로 기울이고 있다.

영문 초록

The purpose of this thesis is to outline the trends and rating system of Australian school life records, and check the composition areas, items to be recorded, and methods of writing for each area of school life records in elementary, middle and high schools in Australia. It is to draw implications for improvement. To this end, the trends and rating system of the school life record in Australia were reviewed, and the items to be recorded in each area of the elementary, middle, and high school life record books and methods of writing were discussed. In addition, the school life record management and support system and the use of the school life record for college entrance examinations were proposed. Based on the analysis of the main characteristics of the Australian school life record system, the implications for the development of Korea s school life record policy are as follows. First of all, it is necessary to be regarded as a “reference case” to improve the conciseness of the composition of the school life record and the suitability of the contents, and to specifically confirm the detailed abilities and special features of each subject. Next, it is necessary to comprehensively improve the professionalism and ethics of teachers regarding the contents to be recorded of the school life record. Australia has stipulated that any act of writing that causes a decrease in the credibility of the school life record (writing on behalf of students, false writing of scholarship officers, etc.) is considered to be ‘offensive to student performance’ and is subject to legal sanctions. In addition, the NSW Board of Education in Australia has established a website for the Assessment Resource Center (the ARC) to systematically make institutional efforts to reduce the administrative work related to the preparation of school life records for teachers.
