디지털 패권 경쟁 속에서 중견국 연대 외교의 갈림길

국문 초록

첩보 동맹은 국가 간 긴밀한 협력 관계를 전제하고 있어, 회원국 간에 유사한 외교 정책과 방향을 취하는 경향이 크다. 그런데 대표적인 첩보 동맹인 ‘파이브 아이즈(Five Eyes)’는 화웨이(Huawei) 제재와 관련한 대응책에서 회원국 간 차이를 보였다. 왜 국가 간 연대에 간극이 생기는 것인가? 기존의 중견국 외교나 화웨이 사태 관련 연구들은 종종 연대 외교의 동학을 체계적으로 그리고 이론적으로 규명함에 미치지 못했다. 본 연구는 동맹 및 연합 이론들에서의 위협 인식 요인에 초점을 맞추고, 위협 인식의 공유가 대외적으로뿐 아니라 대내적으로도 연대 외교에 중요함을 주장한다. 이를 위해 파이브 아이즈에서의 중견국인 호주, 캐나다, 뉴질랜드, 영국의 화웨이 제재 관련 대응을 비교 사례 분석한다. 그 결과 국내 정부 기관 간의 위협 인식 공유가 강력하고 지속적인 대응으로 이어졌지만, 그렇지 못할 경우, 주도국인 미국과는 다른 대응책을 펼쳤음을 발견하였다. 연대 외교를 위해서는 대내외적 행위자들 간에 위협 인식 공유가 중요하다.

영문 초록

Countries in an intelligence alliance tend to share more similar policies and strategic orientation among themselves than those that are not. However, members of the Five Eyes have shown discrepancies in their policies toward Huawei, a Chinese multinational technology company. Why do policy discrepancies occur among such tightly bound countries? This article refreshes and focuses on the importance of shared threat perception, drawing on alliance and coalition theories, and argues that threat perception shared both among external and internal actors is crucial to keep states in line. Cases from Five Eyes members on Huawei sanctions demonstrate that a country with shared threat perception amongst relevant domestic actors remains adamant and exhaustive in sanctions, whereas other countries without such perception tend to diverge from the United States’ calling for sanctions. Constant management of the threat perception at both the international level and the domestic level is required in order to maintain like-minded staes like-minded.
