국문 초록

본 연구의 목적은 행위자 네트워크 이론을 활용해 소셜 미디어에 기반한 난민 네트워크 발전이 난민 이동과 난민 위기에 미치는 영향을 분석하는 데 있다. 행위자 네트워크 이론의 관점에서볼 때, 과학기술 특히 휴대전화와 소셜 미디어에 대한 접근과 활용의 증가는 난민과 난민을 둘러싼 출발/도착지와 경로지내 다양한 행위자 간의 상호작용에 변화를 촉발할 수 있다. 난민들은 소셜 미디어에 기반한 네트워크를 통해 국경 통제를 우회하고, 법적 회색지대를 이용하고 있다. 소셜 미디어에 기반한 연결은 도착지와 이동경로에서 행위자들 간의 무작위 연결을 폭발적으로 증가시켜 난민 네트워크내 거리를 현저하게 단축하고 있다. 이러한 연결은 밀입국 알선조직과의 연결에서도 과거의 일방적인 관계가 아닌 선택과 평가가 용이한 관계로 변화시키고 있다. 그러나 난민 네트워크는 거짓 정보나 잘못된 정보로 위험성을 높이기도 한다. 이는 소셜 미디어에서 발견되는 보편적인 문제이기도 하며 확증편향은 이러한 거짓 정보에 대응하는데 어려움을 야기하고 있다. 과학기술의 변화에 따라 제기되는 난민을 둘러싼 행위자와 이들의 상호작용의 변화는 ‘새로운 난민’ 혹은 ‘새로운 환경’에 있는 난민을 보호하기 위해 보다 강화된 국제협력을 기반으로 하는 ‘새로운 접근’을 요구하고 있다.

영문 초록

The purpose of this study is to explore the influence of the development of refugee networks that are based on social media linkages on the refugee mobility and refugee crisis in Europe, with the frame of Actor Network Theory (ANT). The ANT suggests the refugees’ access to mobile phone and social media changes the feature of interactions of various actors involved in the migration of refugees in departing/receiving and transit countries. Social media networks enable refugees to bypass border controls and to employ various methodologies of crossing borders, expanding the grey areas of international/national laws and regulations. Network theory suggests adding a link between any two nods in existing network will drastically shorten the average distance of the nods within the network. Links based on mobile phone and social media among refugees and refugee-related actors such government, NGOs and particularly those in destination who have already completed their journeys radically reduced the distance of actors. Changing network power of refugees altered unilateral relations between refugees and smugglers. However, refugee networks also increase the risk with disinformation and misinformation, a common problem found in a social media network where confirmation bias is cause difficulties in responding to such false information. Changing interactions between refugee and various actors caused by mobile technology demands new approaches on the basis of expanded global cooperation to support and protect refugees in ‘new’ surroundings.
