국문 초록

본 연구는 1950년대 북한과 소련과의 관계 변화가 북한의 기층사회에 어떤 영향을 미쳤으며, 북한의 인민들은 이에 어떻게 대응해 나갔는가를 밝히는 것을 목표로 하였다. 1976098165 50년대 전반 북한은 소련 등 사회주의권 국가들의 원조를 통해 빠른 전후복구와 산업화를 추구하였다. 그렇기에 소련을 따라 배우기가 가장 강조되던 시기이기도 하였다. 그렇지만, 1950년대 중반 소련의 간섭에 반발하며 북한 정권은 소련의 영향력에서 벗어나고자 시도하였다. 소련 또한 북한에 대한 원조를 대폭 축소하며 북한을 압박하였다. 그 결과 북한은 소련의 도움 없이도 운영될 수 있는 ‘자립경제’를 추구하였다. 이런 일련의 변화는 생산현장의 노동자들이 가장 실감할 수밖에 없었다. 전후복구 시기에 소련으로부터 거액의 원조를 받았으며, 그 대부분이 산업 분야에 각종 기계, 설비, 공장, 기술과 작업 방법 등의 형태로 도입되었다. 따라서 노동자들은 새로운 기계와 기술, 작업 방법을 익히고 적응해야 했다. 그 과정에서 북한 노동자들은 소련의 기계를 사용하는 데서 생기는 문제들을 주체적으로 해결해 나가야 했다. 쉽게 적응해 나간 노동자들도 있었지만, 기존에 익숙한 기계나 작업 방법을 고수하는 노동자들도 나오는 등 소련제 도입에 대한 반응은 다양하게 나타났다. 소련의 원조가 급감하는 가운데 강행된 중공업 중심의 제1차 5개년계획은 노동자들의 적극적이고 헌신적인 노력을 요구하였다. 원조 급감은 곧 외화 부족을 의미하였기에 노동자들은 전방위적으로 물자를 절약해야 하였다. 특히 수입에 의존했던 석탄·휘발유 등 연료를 절약하기 위한 노력이 크게 경주되었다. 노동자들은 북한에서 생산 가능한 무연탄을 사용하여 수입 석탄을 대체하여야 하였으며, 휘발유 사용을 줄이기 위해 대체 연료로 움직이는 자동차를 만들어냈다. 또한 수입에 의존하였던 각종 기계·설비의 국산화도 본격적으로 진행되었다. 기계 공업 부문의 성장에 힘입어 이 시기 노동자들은 자체의 기술과 노력만으로 자동차, 트랙터 등의 생산에 성공하였다.

영문 초록

This study aims to reveal how the change in relations between North Korea and the Soviet Union in the 1950s had an effect on the North Korean basement society, and how the North Korean people responded to it. In the early 1950s, North Korea pursued rapid post-war restoration and industrialization through the aid of socialist countries such as the Soviet Union. Therefore, it was also a period when learning the Soviet Union was most emphasized. However, in response to Soviet intervention in the mid-1950s, the North Korean regime tried to escape from Soviet influence. The Soviet Union also pressed North Korea by drastically reducing aid to North Korea. As a result, North Korea pursued an “independent economy” that could operate without the help of the Soviet Union. This series of changes was most realized by the workers in the production site. During the post-war restoration period, large amounts of aid were received from the Soviet Union, and most of them were introduced into the industrial field in the form of various machines, facilities, factories, technologies and work methods. Therefore, workers had to learn and adapt to new machines, technologies and working methods. In the process, North Korean workers had to resolve problems arising from the use of Soviet machinery. There were workers who had adapted easily, but there were also workers who adhered to the machines and working methods that were familiar to the past. Amid a sharp decline in Soviet aid, the first five-year plan focused on heavy industry demanded active and dedicated efforts from workers. A sharp drop in aid meant a shortage of foreign currency, so workers had to save supplies in all directions. In particular, efforts to conserve fuel such as coal and gasoline, which were dependent on imports, were made great efforts. Workers had to use anthracite that could be produced in North Korea to replace imported coal, and to reduce the use of gasoline, they created cars that run on alternative fuels. In addition, the localization of various machinery and equipment, which depended on imports, also proceeded in earnest. Thanks to the growth of the machinery industry, workers in this period succeeded in producing automobiles and tractors with only their own skills and efforts.
