청의 변경 통제 실상의 흔적

국문 초록

이 논문은 『琿春副都統衙門檔』(이하 『琿春檔』)에 등장하는 滿文으로 쓰인 朝淸關係 관련 사료 중 만문 사료를 조사하여 찾아낸 52건의 내용을 소개하고 이들이 작성되고 전달되는 과정 및 『琿春檔』에서 만문 당안이 소멸하게 되는 원인을 고찰한 글이다. 52건의 檔案은 주로 寧古塔副都統衙門을 통해 내려오는 吉林將軍의 명령과 琿春協領衙門에서 寧古塔副都統衙門에 전달한 공문서이다. 시기적으로 乾隆 연간에서 同治 연간에 이르며 주로 조선인의 犯越, 洪景來의 난 당시 청측의 정보 수집과 경계 활동, 北關開市와 관련된 내용으로 구성되었다. 琿春協領이 받는 상부의 명령은 吉林將軍衙門의 부속기관인 戶司와 兵司, 寧古塔副都統衙門의 부속기관인 左司와 右司의 손을 거쳐 작성되었다. 寧古塔에서 琿春에 보내는 공문은 카룬을 통해 전달되었으며 최소 1일에서 22일이 걸렸다. 『琿春檔』에서 만문 당안의 소멸은 청 당국의 일관성 없는 만주어 정책과 만주어 사용이 줄어드는 가운데 琿春의 만주어 교육의 낙후가 주요 원인이었다. 『琿春檔』내에 존재하는 120여 년간에 걸쳐 생성된 조청관계 만문 사료는 이 시기 북경이나 길림장군이 제국의 끝에 위치한 琿春에 대한 통제의 노력과 그 한계를 보여준다.

영문 초록

This article introduces the contents of fifty two Manchu documents on the relationship between Qing and Chosun in the Records of the office of the lieutenant governor of Hunchun (HFYD), investigates the process of their writing and delivery, and also searches for the reasons of the disappearance of Manchu documents in the archives. These documents, ranging from 1750 to 1873, are mainly the reports from Hunchun to Ningguta and the orders from Ningguta to Hunchun, dealing with Korean people’s illegal cross-border, Qing’s information collection and vigilance activities during the Hong Kyŏngrae’s rebellion, and the border trade in Hoeryŏng and Kyŏngwŏn. The orders were composed by subordinary sections of the office of the lieutenant governor of Ningguta on the basis of the documents they had received from the military governor of Jilin. The official documents sent from Ningguta to Hunchun were delivered through watchtowers (qialun) within one day to twenty-two days. In the HFYD, the disappearance of Manchu documents was mainly caused by the inconsistent Manchu language policy of the Qing authorities and the poor conditions of Manchu language education in Hunchun while the use of Manchu language was decreasing. These Manchu documents show the efforts of Beijing and the military governor of Jilin to control Hunchun at the margin of the empire and their limitations.
