성평등(性平等) 정책의 문제점

국문 초록

성평등(性平等) 정책은 중요하다. 남녀 차별을 극복하고 서로 존중하고 인격적으로 대할 수 있도록 돕는 것이기 때문이다. 그러나 이러한 정책에 이데올로기적 사고가 개입되어서는 안 된다. 젠더는 기존 성(sex)에 대한 의도적인 거부이며, 특정 집단의 사고를 사회 공동체 내에 주입하려는 행동이다. ‘선진국에서도 사회적으로 젠더를 받아들이고 있다.’는 이유로 젠더를 올바른 것으로 보아서는 안 된다. 자연적인 것을 거부하고 각자가 의도한 바를 정당화하려는 행위는 폭력으로 변질할 위험이 있다. 우리나라에서 성(性) 문제는 남성과 여성이 각각의 성(性)이 갖는 본질적 의미를 이해하지 못하고, 인격적으로 서로 대하지 못하기 때문이지 젠더적 인식을 하지 못해서는 아니다. 그런데도 ｢차별금지법｣, ｢인권 조례｣, ｢건강가정기본법｣, 그리고 국가 주도의 여러 정책은 의도적으로 그 내용에 성별, 성적지향, 성별정체성, 가족형태 등을 포함하려 하고, 젠더 이데올로기를 기초로 이를 정의하고 또 법으로 규정하려고 시도하고 있다. 국가 정책 또한 우리가 모르는 사이에 이미 젠더가 중심이 되고 있다. 교회의 성찰이 어느 때 보다 절실한 이유이다. 1970년대부터 교회는 문헌을 통해서 오늘의 이 상황을 경고해 왔고, 인격을 바탕으로 하는 성(性)교육을 강조하였기 때문이다. 침묵하고 모른 척할 수 있는 일이 아니다. 성(性) 문제에서 교회도 예외는 아니다. 법이 제정되고 정책이 마련되면, 교회의 모든 활동이 축소될 것이고, 그때는 말하고 싶어도 법과 제도에 묶여 말할 수 없게 된다. 시대적 양심의 역할을 적극 해야 할 때이다.

영문 초록

The gender equality policy is important. This policy helps to overcome sexual discrimination, to respect and treat each other respectfully. But, ideological thinking should not be interfered in this policy. Gender is the intentional refusal to existing sex, and this is the action to implant particular thinking to society community. We should not see gender is right, because of ‘developed countries accepted gender.’ To deny the natural thing, and to justify the behavior what he/she intended runs the risk to be deteriorated to violence. In our country, the problem of gender is not because of not having gender awareness, but woman and man don’t understand the intrinsic meaning of each gender, and not facing each other personality-wise. Yet, “Anti Discrimination Law”, “Human Rights Ordinance”, “Framework Act of Healthy Families”, and the national lead policies tried to include intentionally gender, sex orientation, gender identity, types of families, and tried to define them under the base of gender ideology and also to regulate to the law. Gender also became the center of the national policy without our knowledge. This is why the Church’s reflection is urgently needed than ever. From 1970’s, the Church warned this situation through the Church documents, emphasized gender education based on personality. It is not the matter of ignoring on purpose or to keep the silent. On the gender problems, the Church is no exception. Once the Law is established and the policy is prepared, all the Church activities will be reduced, in those days, the Church cannot speak her mind out because it was already restricted by the Law and policy. It is time to do actively the role of periodic consciousness.
