국문 초록

건설산업의 글로벌 경쟁력은 답보상태에 머물고 있고, 공공건설사업의 성과도 부실한 상태이다. 이를 개선하기 위해서는 건설산업내 최대발주자인 정부의 공공발주시스템 혁신을 통해 건설산업 선진화의 추구가 필요하다. 발주 및 입·낙찰제도의 개선만이 아니라 건설프로세스 혁신과 분권·자율·책임에 기초한 공공발주자 혁신이 중시되어야 한다. 따라서 국내 공공건설사업의 생산효율성 및 국제경쟁력 제고를 위해서는 발주제도와 관련된 낡은 제도와 관행을 타파하고 세계시장과의 호환이 가능한 글로벌 스탠다드화된 발주제도․발주문화를 정착시켜야한다. 이를 위해 본 연구에서는 발주방식 및 계약방식의 다양화, 발주기관의 재량권과 책임 강화, 능력있고 우수한 업체의 선별 기능 강화를 위한 입낙찰제도 선진화의 관점에서 개선안을 제시하였다.

영문 초록

It has been generally evaluated that global competence and performance of domestic construction industry is low. Development of construction industry through the renovation of public construction delivery system is essential in order to get the global competence and performance. In addition to the improvement of project delivery and selection system, renovation should also be applied to the construction process and public owners based on autonomy and responsibility for construction projects. In order to achieve the efficiency of productivity and the global competence in construction, old and unreasonable delivery system should be renovated and global standards in delivery system should be applied. This study proposed three category of improvement plan to renovate old and unreasonable delivery system and to incorporate global standards in public construction; 1) diversification of delivery and contract methods, 2) autonomy and responsibility of project owners, and 3) development of delivery system to select competent and best contractors in construction.
