국문 초록

국내에서 건설기술경쟁력 제고를 위하여 기술개발에 대한 관심이 높아지고 있으며, 이러한 관심과 더불어 공공과 민간에서 기술개발투자 확대를 위한 다양한 노력을 하고 있다. 이에 본 연구에서는 국가적인 차원에서 건설기술개발 촉진을 유도하기 위한 여러 가지 제도 가운데 PQ제도의 기술력 평가항목에 대한 분석을 수행하였으며, 이와 함께 PQ제도 이후의 특허출원 추이에 대한 다각적인 분석을 통한 PQ제도와 특허출원간의 상관관계를 파악하고자 수행하였다. 또한 향후 제도적 판단근거로의 사용과 건설업체들의 특허 및 실용신안 출원과 등록향상을 위해 현재 PQ제도와 기술개발의 제도적, 기능적 문제점분석을 토대로 지원방안 모색과 특히 특허 및 실용신안의 활용도를 높이기 위한 활용방안을 도출하는데 중점을 두었다.

영문 초록

There has been increasing interest in technological development in order to increase technological competitiveness in the domestic construction industry. With the increasing interest, there have been increasing effort in private and public sector to increase investment in technological development. This study looks at one method to increase construction technology from the national point of view-namely, an analysis of PQ (pre-qualification) system for technology evaluation. Further, the study looks at trends in patent applications, and attempts a multi-faceted analysis on the relationship between PQ systems and patent applications. Further, this study places emphasis on how to best utilize patents and utility models through current PQ system and analyzes institutional and functional problems in technology development in order to evaluate current institutions as well as to foster more patent and utility model applications by firms in the construction industry.
