조선 후기 『부역실총(賦役實摠)』에 나타난 공납차(貢納茶) 연구

국문 초록

『부역실총』(1794)은 18세기 말을 전후하여 전국적인 부세(賦稅)에 관한 일관된 통계를 수록하고 있는 관찬서이다. 내용 중에는 지방 아문 간에 상납 이속(移屬)된 공납차의 규모와 생산 방법이 나타나 있다. 『부역실총』 에 기재된 상납 이속(移屬)된 차를 단순 합산하면, 모두 32말(斗) 1되(升)와 17근(斤, 10.2 kg)이다. 이는 경사아문에 대동미로 상납된 양은 제외된 것이며, 감영 이하 지방 아문 간에 현물로 상납 이속되었던 차의 개략적인 총량으로 보인다. 재정학 분야의 심도 있는 연구에서는 이 공납차가 실제보다 과소 기재된 것으로 보인다고 했다. 본연구를 통해 조선 후기에도 차의 생산과 소비가 지속적으로 이루어졌다는 사실과 함께, 지방 아문 간에 이속되었던 차의 물량과 마련 방법에 대해 알 수 있었다. 이러한 사실을 바탕으로 차는 국가 소용에 충당할 정도의 상당한규모의 생산 유통시스템을 통해 운용되었을 것이라는 추론을 얻게 되었다.

영문 초록

Buyeoksilchong(1794) is a government-published record of statistics on national taxation around the end of the 18th century. The records show the scale and production methods of Gongnapcha (government-collected tea) offered and transferred between local governments. If the offered and transferred tea described in Buyeoksilchong is simply summed up, it all amounts to 32 mal(576 L) 1 doe(1.8 L) and 17geun(10.2 kg). This excludes the amount offered as Daedongmi tax, and appears to be the approximate total amount of tea offered and transferred in kind between higher and lower local governments. In-depth research in the field of finance has shown that this government-collected tea has been reported as lower than the actual amount. This study found that tea production and consumption continued in the late Joseon Dynasty, as well as revealing the quantity and preparation method of tea transferred between lower governments. This suggests that a considerable amount of tea was managed through a production and distribution system of a large enough scale to meet the needs of the state.
