국문 초록

일본제국은 식민지 조선에 근대적 풍경관과 국립공원 시스템을 도입함으로써 금강산을 ‘국가풍경’으로 전유했다. 본 논문은 일본제국이 내지(內地)와 외지(外地)의 경관을 선택적으로 국립공원으로 지정하는 과정에서 금강산의 ‘국가풍경’ 생산이 어떻게 진행되었는지를 고찰한다. 구체적으로 일본의 ‘국가풍경’ 담론이 국립공원 풍경 선택에 어떠한 영향을 미쳤는지 살펴보고, 금강산을 국립공원 풍경으로 선정하는 논의에 초점을 맞췄다. 일본의 국가풍경에 대한 담론에서 다무라 쓰요시(1890-1979)와 같은 전문가들은 금강산이 식민지 조선의 최초의 국립공원으로 지정될만한 충분한 풍경을 갖고 있다고 주장했다. 특히 조선총독부 산림부는 1930년과 1931년에 금강산국립공원 지정을 위한 일련의 예비적 행정 절차를 취했다. 이 과정에서 조선총독부는 중앙집중화(centralization)와 영역화(territorialization)를 통해 일본제국의 ‘국가풍경’으로서 틀짓기(framing)하였다. 이러한 국가/제국-자연의 구성 과정은 일본제국의 영토 네트워크를 구성하는 ‘사할린-대만-조선-만주’의 풍경 속에 금강산을 위치시키는, 즉 일본제국-금강산의 생산 과정이다.

영문 초록

The Japanese Empire appropriated Mt. Geumgang as part of its “national landscape” by introducing a modern view of landscape and the national park system to colonial Korea. This article examines the appropriation within the context of designating selected landscapes of Japan’s inner and outer territories as Japanese national parks. Specifically, it looks at how the Japanese discourses on national landscape influenced the selection of the landscape of national parks, with a focus on the discussions concerning designating Mt. Geumgang as a Japanese national park. In the discourses on the national landscape of the Japanese Empire, Japanese experts such as Tamura Tsuyoshi (1890-1979) argued that Mt. Geumgang had a landscape sufficient to be designated as the first national park in colonial Korea. In particular, in 1930 and 1931, the Forestry Department of Government-General of Korea (GGK) undertook a series of administrative measures to designate Mt. Geumgang National Park. In the process, the GGK centralized and territorialized Mt. Geumgang, framing it as a “national landscape” of the Japanese Empire. Yet the framing was associated with situating Mt. Geumgang within the landscapes of “Sakhalin-Taiwan-Korea-Manchukuo” that constituted the territorial network of the Japanese Empire.
