미국의 한반도 평화체제 논의 형식과 태도의 관계

국문 초록

지난 70여 년간 한반도를 둘러싼 평화체제에 대한 논의는 그 본질적이고 실질적인 내용보다는 논의 형식과 논의의 대상에 대한 문제로 그 대부분을 허비하고 말았다. 어찌 보면, 한반도에서평화체제의 논의가 소모적인 논쟁으로만 이어져 온 것은 평화체제라는 적극적 평화(positive peace)가 현재의 소극적 평화(negative peace)를 유지해오고 있는 정전체제를 벗어나야만하는 위험을 감수해야하기 때문이다. 평화체제는 한편으로 ‘제도’를 의미하기도 하고 다른한편으로는 ‘과정’을 의미하기도 한다. 그동안 한반도에서 이루어졌던 평화체제에 대한 논의는대부분 평화체제의 당사자를 누구로 할 것인가와 관련이 되어 있었다. 특히, 한반도 평화체제논의의 열쇠를 쥐고 있는 미국의 입장이 핵심이다. 평화체제 구축을 위한 논의에서 미국은초기에 협상의 형식을 이유로 소극적인 태도를 보였다. 이후 북한의 핵개발이 본격화되면서4자회담과 6자회담의 형식이 등장하였고, 트럼프 정부 들어서 양자 회담이 본격화되었다. 회담 형식의 변화는 미국의 협상태도와도 직접적으로 관련이 있다는 점에서 중요하다고할 수 있다.

영문 초록

The discussions for the peace regime in and around the Korean Peninsula have spent most of the last 70 years debating the structure of dialogue and the qualification of involved parties rather than the essence or the basic contents. In some perspective, the discussions for the peace regime in the Korean Peninsula have been filled with time-consuming controversy because achieving positive peace, called a peace regime, must endure the end of the armistice regime which has the risk of losing negative peace in the peninsula. While peace regime, on one hand, means the ‘institutions,’ on the other hand, it refers to the ‘process.’ So far, most of the arguments for the peace regime in the Korean Peninsula have been related with ‘who will be the parties involved in the dialogue.’ Especially, the attitude of the US government was crucial, as it held the key to solving the problem. The US was very negative about sitting at the table, with ‘qualification’ of the involved parties being the main excuse. Later, as North Korea’s nuclear threats grew, ‘the four parties talks’ and ‘the six parties talks’ were accomplished. From there, the emergence of the Trump administration enabled the ‘bilateral talks’ between North Korea and the US. The variation of the structure of the dialogue is important in that it is closely related with the US attitude toward the talks.
