국문 초록

본 논문에서는 EU의 신통상정책 내 FTA 전략이라는 측면에서 한-EU FTA 및 EU-일본EPA(Economic Partnership Agreement) 사례를 통해 연합의 FTA 전략 및 쟁점사안을 분석하였다. 한-EU FTA는 2009년 타결한 이후, 2011년 7월 잠정발효하여 세부과정을 진행해왔다. EU는 FTA 협상과 이행에 있어 뚜렷한 전략을 통해 원칙과 입장을 지켜온 강력한 무역대상국이며, 관세철폐이행기간이나, 비관세장벽 제거, 서비스시장의 개방 및 비무역의제 포함영역 등에서 원칙협상을 펼치고 있다. 한-EU FTA는 협상안 자체만으로도 관세철폐이행기간이나, 비관세장벽 제거 그리고 서비스시장의 개방 및 비무역의제 포함 영역 등에서, 비슷한시기 한국이 진행한 한미 FTA를 넘어선 것으로 평가받아 왔다. 또한 차세대 경쟁적 시장개방형FTA의 대표 사례인 한-EU FTA를 통해 EU는 높은 수준의 무역 자유화를 구현하였고, 규제 수렴을 통한 비관세 장벽제거를 실행하였다. 또한 이의 결과를 지속적으로 모니터링할수 있는 내부 메커니즘을 도입하여 무역 부문은 물론 지식재산권, 경쟁 및 지속 가능한개발, 시장 접근성 개선을 진행해 왔다. 또한 EU가 발효한 FTA 중 가장 큰 규모인 EU-일본EPA는 전 세계 무역의 약 40%그리고 전 세계 GDP의 약 30%의 비중을 점하는 최대 규모의무역협정이다.

영문 초록

The FTA strategy through the EU’s Theory of three-level games logic is as follows. First, the common market has been thoroughly liberalized and the convergence and agreement of market standardization and regulatory policies has been implemented for a long time, In other words, the regional trade regulation and the procedure regulation area, which is aimed at high standardization of community level, is applied to the FTA. Second, the community organizations that directly participate in the ratification process are the executive committee, the cabinet board, and the European Parliament, which has coordination and policy responsibility among the institutions through the Trade Policy Committee, are influenced by the administration and public opinion of each country.,Third, the strategy of the executive committee as a supranational organization, the advancement of the negotiation strategy, and the selection and negotiation of the FTA target countries through the US strategy, gain strong negotiation power and driving force. The United States has been strong in its negotiation power through package strategies between negotiation issues and one-way strategies for opening up the other market, which means that the EU responds to the spread of norms. This paper analyzes the FTA strategy and issue of the EU through the case of the Korea-EU FTA and the EU-Japan EPA(Economic Partnership Agreement) from the perspective of the EU’s Theory of three-level games logic. Since the Korea-EU FTA was concluded in 2009, it has been temporarily effective in July 2011 and has been in the process of detailed process. In addition, the EU-Japan EPA declared its final conclusion in July 2017 and came into effect on February 1, 2019. In this paper, the implementation process and issues of the EU FTA were analyzed focusing on the EU implementation evaluation of the Korea-EU FTA, and in the case of EU-Japan EPA, the case of the EU-Japan EPA was analyzed focusing on the negotiation proposal to compare and examine the EU FTA strategy.
