국문 초록

북한경제는 1990년대 이후 더이상 중앙집권적･계획적 관리시스템이 정상적으로 작동되지 않고 있는 상황이다. 북한의 시장화 현상이 계속되고 있고, 경제에서 차지하는 부동산의 가치비중도 증가하고 있다. 본 연구의 목적은 김정은 집권시기에 부동산시장이 북한경제에서 차지하는 비중의 변화를 검증함으로써 시사점을 도출하는 것이다. 이를 위해 부동산시장을 경제적 측면에서의 비중과 제도변화의 의미와 역할을 분석하였다. 결론적으로 김정은 집권 이후 북한당국이 인식하는 부동산시장의 경제적 측면에서의 중요성은 지속될 가능성이 높다. 향후 북한의 도시화율, 이에 따른 가치상승, 예산수입 계획에서 부동산사용료의 증가 가능성은 중요하게 지켜봐야 할 부문이라고 할 수 있다. 본 연구는 법･제도적 측면과 경제적 측면에서 북한경제에서 차지하는 부동산시장의 비중을 파악함으로써 기존 연구와의 차별화를 시도하였다는 데에 의의가 있다.

영문 초록

Since the 1990s, the North Korean economy has no longer functioned as a centralized and planned management system. The marketization of North Korea continues, whereas the value of real estate is increasing in proportion to the North Korean economy. The purpose of this study is to draw implications by verifying the change in the proportion of real estate market in North Korean economy during the Kim Jong Un administration. For this purpose, the weight of the real estate market in the economic aspect and the meaning and role of institutional changes were analyzed. In conclusion, the economic importance of the real estate market perceived by the North Korean authorities after Kim Jong Un took power will likely continue. The possibility of an increase in real estate usage fees in North Korea s urbanization rate, subsequent rise in value, and budget income plans are of much importance to take into account. This study is meaningful in that it tried to differentiate itself from the existing studies by grasping the importance of real estate market in the North Korean economy in both legal and economic aspects.
