유고슬라비아 사회주의연방의 폭력적 붕괴에 대한 분리통합론적 접근

국문 초록

이 글은 사회주의연방을 유지하던 유고슬라비아가 냉전종식과 함께 폭력적 해체를 경험하게 된 원인과 주체 및 그 과정을 지금까지의 연구와는 다른 관점에서 해석해 보고자 하는 시도이다. 새로운 해석을 위한 이론적 자원으로는 신생이론으로서 아직 발전시킬 여지가 큰 분리통합이론을 적용해 보고자 한다. 1989년 베를린장벽 붕괴 이후 동유럽에서는 사회주의체제가 종말을 고하였다. 이 과정에서 유고슬라비아는 폭력적 해체를 경험하는 바, 그 요인으로 연방국가 구성의 다양성을 말하는 배경조건과 티토시대 사회주의체제가 유지하였던 체제조건이 제기되지만, 이것들을 결정적으로 전쟁과 학살 및 인종청소로 연결시킨 것은 민족주의의 작동조건이었다. 민족주의엘리트들은 자민족에 대한 충성과 헌신에서 나아가 타민족에 대한 증오와 분노를 조장하고 전파함으로써 유고슬라비아의 폭력적 해체에 일차적 책임을 진다. 이들이 헤게모니투쟁에서 사용한 방식들은 민족감정을 조장하고 전파하는 선전전과 대중동원 뿐 아니라 비무력적 제재와 나아가 무력사용까지 포함하였다. 이로 인해 유고슬라비아의 국가해체는 네 차례의 전쟁을 거치면서 상호학살과 인종청소를 자행하며 전개된 것이다. 분리통합이론의 경우 일방분리, 일방통합, 동등분리, 동등통합의 네 가지 이념형이 존재한다. 분리통합이론을 적용할 경우 유고슬라비아 연방의 붕괴는 4가지 이념형 가운데 일방분리에 해당된다고 볼 수 있다. 따라서 해체 이후의 구 구성국 관계도 일방분리가 초래한 갈등과 상처를 치유하고, 동등하고 평화로운 선린관계를 구축하는 과제를 안고 있는 것이다.

영문 초록

This thesis aims to inspect the causes, agents, and processes of the violent collapse of Yugoslavia, a socialist federation, in the midst of the end of Cold War, through a new approach. The newly developed theory of separation-integration is applied as a theoretical resource to the case study. With the collapse of the Berlin Wall, the real socialism ended in Eastern Europe. Amid this transformation, Yugoslavia collapsed through wars and ethnic cleansing. The factors that brought about the violent collapse of Yugoslavia are usually regarded as consisting of the background condition, which means the comprising diversity of the state itself, and of the system condition, which means the influence of the Soviet-type socialist system under Tito. However, without the operation condition that means the deliberate mobilization and manipulation of ethnonationalism by the nationatist elite, these two conditions might not lead to such horrible wars and ethnic cleansing. The nationalist elite provoked intense hatred and wrath toward other nations and spread the harmful virus of nationalism throughout Yugoslavia and are to blame for the violent disintegration of the federation. They utilized four instruments in their struggle for hegemony: propaganda, mass mobilization, unarmed sanctions, and wars. The Yugoslav Succession War consisted of four wars and was accompanied with mutual slaughters and ethnic cleansing. According to the theory of separation-integration, there exist four ideal types: unilateral integration, unilateral separation, equal integration and equal separation. When we apply this theory to the violent collapse of Yugoslavia, the case fits well to the unilateral separation among its four ideal types. Therefore, those republics hat were once members of the Yugoslav Federation are confronted with the difficult problem of healing the painful experience caused by the unilateral separation and of constructing an equal and peaceful relationship of neighborly amity.
