‘분열된’ 통일 동학의 내적 요인

국문 초록

본 연구는 최근 우리 사회에서 나타나고 있는 통일에 대한 관심 저조와 통일 공감대의 확산 정체의 요인을 분열된 통일 동학의 내적 요인에 초점을 맞추어 분석하는데 있다. 그 동안 우리 사회는 통일 논의와 통일 공감대의 정체 현상을 한반도를 둘러싼 안보 환경의 악화와 이에 연동하는 남북한 정치의 악순환과 같은 외적 요인에서 찾으려는 경향이 강했다. 하지만 북한의 군사적 위협과 같은 외적 요인은 우리 사회에서 나타나고 있는 통일에 대한 관심 저조를 설명하는데 상당한 한계가 있다. 왜냐하면 북한 체제의 호전성과 도발성은 1948년 북한 정권의 성립에서부터 김정은 정권에 이르기까지 정도의 차이는 있지만 현재까지도 크게 변화하지 않고 있기 때문이다. 분석 결과 통일에 대한 부정적 인식의 확산은 북한의 군사적 위협과 남북한 간 갈등에 의해 일방적으로 부과된 제약이 아니라 내적인 통일 동학의 분열 결과에 기인했던 것이다. 이 때문에 각 정치세력이 통일 문제를 정략적으로 이용하기보다는 정파를 초월하여 확고한 안보의식을 바탕으로 공존의식을 함양할 수 있는 사회적 환경 위에서 국민적 합의에 기초한 한반도 통일 비전과 통일정책을 마련하고 과도한 경제적 접근을 통한 통일 방식을 재검토하는 것이 바로 문제 해결의 열쇠일 것이다.

영문 초록

The aim of this study is to analyze factors behind the low interest in unification and the stagnation of the increase in sympathies for unification that have emerged recently in our society with a focus on the internal factors behind the divisions of unification dynamics. Until recently, our society tended to explain the stagnation of unification discourses and sympathies for unification using external factors such as the worsening security environments of the Korean peninsula and the related vicious cycles of politics in both North and South Korea. However, it is not enough to mobilize external factors such as the military threats of North Korea to explain the low interests in unification in our society. The militancy and threats of provocation of the North Korean regime have been, to some extent, relatively constant since the founding moments of the regime in 1948 up to now. Our results show that the dissemination of negative perspectives regarding unification have come from the divisions of internal unification dynamics, rather than from having been imposed unilaterally by military threats from North Korea and conflicts between North and South Korea. If this is the case, the key to resolving problems surrounding this issue would be to create social environments in which beliefs in coexistence, based on a firm sense of national security, should be promoted regardless of political faction. Further, political use of the unification issue should be avoided in order to produce sustainable unification policies based on visions of unification of the Korean peninsula.
